Hello, small introduction first.
My name is Bruun and I play on Anachronos (EU) and basically, I'm sick and tired of paladins being bad and not caring about it.
So I've decided to make a little guide/F.A.Q, wich will mainly draw on my own experiences and the number crunching that happens on EJ. I will do my best to include proper quotes, but seeing as I remember most stuff I read, but not who wrote it, I might miss some proper credits.
Anyway, I will mainly talk about Retribution, but you can find Holy discussion

as a point of reference. Now as it isn't possible to see reforged items, yet, I will include some examples further down.

Question 1:
Does Rebuke proc Seals?.
Answer:
Edit(4.0.1):
I can confirm Rebuke procs Seal of Truth.
Although, it seems that the macro:
/cast Rebuke
/stopattack
wont proc the seal of truth of Rebuke properly, I double checked with the recount log, wich showed that Seal of Truth hits was equal to melee hits + times I had used Rebuke.

Question 2:
How does Inquiry of Faith affect Inquisition?
Answer:
A current Beta Tester has confirmed this to give a total increase of 250% at 3/3. Wich would mean 25sec uptime from 1 Holy Power up to 75sec uptime from 3 Holy Power.

Question 3:
Anywho, one thing that bugs me is seal of righteousness, the seal hits for wimpy damage, is this intended?
Answer:
AFAIK, it will be the main BG nuke seal, like the seal of the same name was in 3.5. It is indeed some low damage on auto, but has the biggest judgement hit, only comparable to Judgement of Truth at 5tacks of censure.

Question 4:
What is the current conversion for haste to = 1%?
Answer:
Atm, the Haste Conversion is 32.79 rating = 1%, this is confirmed by WoWWiki, Zalambar.com, and by math.
966 Haste Rating / 29.46% = 32.79 Rating / 1%

Question 5:
Also as you're testing the different things how would Black Magic do with the added haste? Or is Berserking still on top?
Answer:
Tested this today, reforging so that BM would bring me to 3sec CS CD. Atm BM procs on CD, but the overall dps increase is lower comparing to Berserk.
Numbers on 3.5mill damage on dummy showed:
Black Magic = 8308 dps
Berserking = 8547 dps
Wich is quite a difference. Also, this was self buffed.

Okay, what this guide is, is that I'm gonna tell you to look both ways before you walk out on the highway, but that is all. Questions can be asked directly below, same with suggestions and comments. Anything that can improve this piece of work is welcome and your name will be included.
I hope this will be able to help all paladins, and I will do my best to keep it up to date, with latest theorycrafting, numbers and changes to the paladin class in general.
Last but not least, I actually hoped everyone had enough brain to keep up to date, but I actually see people crazing about "wtf happened to my talents?" so I will go over everything, as if talking to a newbie.

1. Getting started.
I am planning to reroll a Paladin and test the leveling experience, wich will go in here.

2. The Talents.
First of all, we now have 31-point talent trees. This means we will have a maximum of 41 talents at lvl 85, and currently(4.0.1) have 36 points to do with. I will start of by linking my retribution spec, and explaining why I've chosen these talents.
My own spec.
I will break it down into tiers explaining how the more "exotic" talents affects your abilities, I won't list the raw +xx% damage talents, as these should be default by any standard:

Retribution Tree:
Tier 1:
Improved Judgement
: Increases range of your judgement by 20 yards.
This talent lets you hit a target with Judgement, from a 30 yard range instead of the standard 10 yard range. This will let start doing damage sooner, on fights were you move in after a tank, or otherwise need to get close to a mob.
Tier 2:
Guardian's Favor
: Reduced CD on Hand of Protection by 2min and increases the duration of Hand of Freedom.
This will let you shield party/raid members every 3min instead of the usual 5min, in most cases letting you use this 2 times in a fight instead of only once.
Pursuit of Justice
: You have a chance to instantly gain 1 Holy Power when struck by Stun, Fear or Immobilize effect. Also increases all movement speed by +15%, this does not stack with other movement speed effects.
Nearly same as before 4.0.1, allthough it doesnt reduce disarm effects anymore, it now gives you a 100% chance to gain a charge of Holy Power when struck by Stun, Fear and Immobilize effects. This seems a very PvP minded talent, however some current Icc bosses uses these effects, one spring to mind, Blood Queen Lana'thel. Also permanently increases movement speed by +15%, and movement speed can always mean the difference between life and death.
Tier 3:
Communiun
: Whenever you Judge a target, you cause Replenishment on your raid, allowing up to 10 persons to regen 1% of maximum mana per 10sec for 15sec.
This also has a raw damage component wich I left out on purpose. However the Replenishment effect is the real deal here, as gives additional Mp5. Keep in mind, most casters have gotten plenty more Int, from their previous Spell Power stacking. These will often sit around 35-45k mana, so this will grant them about 200Mp5
.
The Art of War
: 20% chance on white attacks to give you a free, instant cast and 200% damage Exorcism.
This is a very useful talent. You can argue that it is raw damage, but imo it's a big deal when it comes to our rotation, gemming and reforging. More on this later.
Long Arm of the Law
: Your judgement will increase your movement speed by 45% for 4 sec, when used on a target at or further than 15 yards away from you.
Great utility talent, allows for bursts of speed, and along with the
Improved Judgement
talent, this lets you get around on the field alot quicker than Paladins are used to.
Tier 4:

Rebuke added.
Rebuke
: Interrupts spellcasting and prevents any spell from the school being cast for 4 sec.
After some testing it seems that Rebuke is proccing additional Seal of Truth hits. This is adressed further up in the F.A.Q.
Sanctity of Battle
: Haste effects will now lower the cooldown of Crusader Strike.
This is by far the most important Retribution talent, as it will affect your dps greatly, and is the biggest reason you want haste.
Seal of Command
: Your seal of Righteousness will now hit up to 2 additional nearby targets.
Has a raw damage component. The important part of this talent is that your Seal of Righteousness now acts as our old Seal of Command.
Sanctified Wrath
: Increases critical strike chance of HoW by 60%, reduces cooldown of Avenging Wrath by 1min and allows the use of HoW at all times during Avenging Wrath.
This is a very interesting talent, since first of all it reduces your Avenging Wrath CD to 2min, so it matches Zealotry. However, the special part of this talent is that you can now use HoW at anytime during AV, and with current theory crafting, you might even want to use this ability over Templar's Verdict.
Tier 5:
Repentance
: Instant cast, 1minute long CC, breaks on damage. Works on Demons, Dragonkins, Giants, Humanoids and Undead.
This talent is no longer required to progress into the last tiers of Retribution, but I highly recommend it simply because it is one of the most reliable CC's in WoW.
Divine Purpose
: The following attacks now have a 40% chance to grant you 1 Holy Power when used: Judgement, Exorcism, Templar's Verdict, Divine Storm, Inquisition and Holy Wrath.
Very useful talent, allows more Holy Power generation, our most important energy source.
Tier 6:
Inquiry of Faith
: Increases the duration of Inquisition by 150%
This also has a raw damage component to it. Increasing the duration of Inquisition by either 50% to a total of 150% or by 150% to a total of 250%. I'm unsure as of yet, but when I find a reliable source I will confirm either possibility.
Tier 7:
Zealotry
: Your Crusader now generates 3 charges of Holy Power per strike for the next 20sec.
The 31-point talent, and it lives up to it by any standard. Along with a 2min cooldown, that lets you use this along with Avenging Wrath, it provides a high overall dps increase, and a ton of focused burst.

And comes the important stuff, how do you sub?
Well, first of all lets dip into the holy tree, and see what lies in wait.

Holy Tree:
Arbiter of the Light
: Increases the critical effect chance of your Judgement and Templar's Verdict by 12%
Imo a nice talent for dps, and I will surely pick this up at 81 and 82, but atm my gear is above the level for this being comparable to
Seals of the Pure
.
Judgement of the Pure
: Your Judgement increases your casting and melee haste by 9%.
A must have talent, since the raw haste on this will stack multiplicatively with haste on your gear. The more haste on your gear, the bigger effect on this. Read below for more info from EJ.

Prot Tree:
Seals of the Pure
: Increases the damage of Seal of Righteousness, Truth and Justice by 12%.
Imo better than
Arbiter of the Light
because this talent scale with gear, were as
Arbiter of the light
only adds on top of your current crit.

Okay, we got 3 talents to choose from, and a total of 5 points to spend.
Lets compare: JotP is a separate haste effect, so its actually worth more the more haste you have elsewhere. With 17% from gear and 5% from totem, for example, its worth the same as about 11% extra from gear which is 3.67% per point. AotL on the other hand works just like crit from gear except that it only applies to TV and J. Point-for-point we see that JotP is worth 3.67 * 0.23 = 8.43. AotL is worth 6 * 0.46 * x (where x is the percentage of damage from TV and J). We can calculate the breakpoint at which AotL becomes better than JotP: 8.43 / 6 / 0.46 = 0.3. So, if TV + J damage is about 30% of overall dps, the talents will be about equal. I would estimate TV at something like 20% of damage and J as a bit over 5% so they are likely close, but JotP seems to have the edge.
Similarly, you can look at seal damage vs. TV + J damage to compare AotL to SotP. They are both a 6% boost per point, but SotP is slighly better since its a multiplicative effect whereas AotL is additive with current crit. Seal damage should be a bit over 25% of total damage just like TV + J but the talent scales a little better so it edges out AotL.
In the end I will recommend SotP, since people who are below the gear lvl required for this to make a difference, doesnt get that high a dps loss and people who are above, well, they get more dps.
That's the end of the talent section, wich took alot more space than I had thought. And, well, alot more work.

from testing SotP on live servers, it does alot more damage, but for some reason it appears to proc less.
This testing was done with white attacks and a complete set of armor. No CD's was used, nor did I use any other ability than Judgement for the haste effect.

3. Glyphs.
Glyphs... What to say about them. First of all, they got changed into 3 category's instead of the previous 2.
We now have:
Prime Glyphs
, wich are said to have direct impact on you abilities, often strong +xx% increases.
Major Glyphs
, wich will be able to change abilities and how they work, providing a lesser increase in dps, or perhaps a highter resource regen. Basicly, Major Glyphs can be anything.
Minor Glyphs,
used to add minor effects, often cosmetic or perhaps a mana reduction on buffs. They do several things, and are a matter of preference.
Currently the best 3 Prime Glyphs are
:
Glyph of Templar's Verdict
+15% damage on Templar's Verdict.
Glyph of Crusader Strike
+5% chance to crit with Crusader Strike.
Glyph of Seal of Truth
+10 Expertise while Seal of Truth is active.
For Major Glyphs
, I recommend the following, although keep in mind, there are no definite stronger choices:
Glyph of Rebuke
Lets you effectively spam Rebuke without mana cost.
Glyph of the Ascetic Crusader
Reduced mana cost on Crusader Strike to make sure you got enough mana to do Consecration, should it be neccesary.
Glyph of Hammer of Justice
Increased range on HoJ, for more utility, or
Glyph of Consecration
for a possible highter damage. We are talking moving 5 yards close to a target for a stun/interrupt vs 20-30 overall dps.
For Minor Glyphs
, you should go with whatever thinks suits you best, however I think every1 should have:
Glyph of Lay on Hands
Reduces CD by 2min.

4. Stats.
Well, now we are finally down to it. Stats. The real big deal.
Okay, to go straight ahead, this is your Stat weights at 0 latency, wich might very soon be possible with the new ability queue'ing they have put in.
These numbers are based on having 8% hit and 26 Expertise. These are the caps.
Stat Value
Str 1
Haste 0.998
Crit 0.77
Mastery 0.25
Hit 0.09
Okay, now that's out of the way, lest talk numbers.
First of, the hit cap has been reduced, rating wise. That means you still need 8% hit but only 246 rating down from the old 263. Expertise cap is still 26, 16 with the Glyph mentioned above. That is 132 rating with the Glyph of Seal of Truth, and 246 without. You should however always go for the glyph.
Atm the best way to improve dps is through haste stacking till your Crusader Strikes CD reaches 3sec, raid buffed. And when I say raid buffed, that's the +5% spell haste, from Spriests, Shamans and Moonkins.
Anyway... some testing with reforging and messing with numbers showed me that 1015haste rating will cap you out atm. This is what you aim for.
After reaching the haste cap you can then start getting a bit more crit. Allthough when you got all 3 above stats "capped" you will mostlikely be at a very high gear lvl, and having a hard time finding better gear.

5. Gems.
Since Hit rating was made a blue gem, it has become viable, imo, to gem blues. Atm I am using:
Relentless Earthsiege Diamond
for the Meta Socket.
Bold Cardinal Ruby
for those Red Sockets.
Etched Dreadstone
for the Blue Sockets.
Fierce Ametrine
for the Yellow Sockets.
Imo, if you can land on the hit cap while using Etched Dreadstones for blue socket bonus', you should do it.

6. Enchants.
Head:
Arcanum of Torrent.
Shoulders:
Greater Insciption of the Axe.
Cloak:
Greater Speed.
Chest:
Powerful Stats.
Bracer:
Greater Assault.
Gloves:
Greater Assault.
Legs:
Icescale Legs.
Feet:
Greater Assault
or
Icewalker.
Weapon:
Berserking.

7. Reforging.
Now, as you allready know the stat weights you can easily decide how to reforge items. However, to me it seems easier to set Hit and Expertise caps, and then move on to reforging for haste. Also try and add hit/expertise on items that allready have haste, and then add haste to items that has expertise allready. That way you can get even more haste from your gear.

8. Damage.
The final part of this guide, and this will no doubt change over the course of the expansion. For now, lets take a quick look at what abilities we have.
Templar's Verdict

Hammer of Wrath
Holy Wrath

Now your priority looks like this:
Templars Verdict (With 3 Holy Power)
Crusader Strike (To get 3 Holy Power)
Exorcism (When Art of War procs)
Judgement (Should the +9% haste buff ever fall of, Judgement will have the highest prio)
Hammer of Wrath (When target is under 20%)
Holy Wrath
Consecration (Last filler available)
So from now on you really need to stay on your toes while playing a Retribution Paladin, compared to the old style where you basically just had to press something when the GCD was ready.

on the current "Rotation", increased the size of my actionbar so you could get a good look at it. Same with recount to prove that, ret has gotten a major buff. Also, if you take a good look at what I am doing, I do mess up some times, but still manages to maintain a very high dps lvl.

I would agree with the change of going 1/2 Guardians Favor for the 1 point in Rebuke right now. 2 reasons.
1.) I my humble opinion I see the use of a interrupt that is off the GCD to be way more beneficial then a extra 60 seconds of the cooldown of HoP or the extra duration of HoF which could be more useful in PVP than PVE.
2.) There have been reports that Rebuke is causing seal procs. With an extra seal proc of the GCD every 10 seconds, you end up with a pretty nice free DPS increase.

Question 1:

Answer 1: I am looking into this, and when I got any definite answer it will go here. So far I am inclined to say yes.
If it does, then with Glyph of Rebuke it will become free damage every 10 seconds, so I would assume that it either doesn't proc seals or will be fixed to not proc seals.

Also, divine storm sucks now, it's kind of like fan of knives, only use it when theres like 6000 mobs :)
Edit: You may also like to know that glyph of seal of truth reduces the mana cost by 50% and no longer grants 10 expertise.

Believe it is intended for BG's, and possible for Arena. Remember BG's are the new places to go for pvp gear.
And as of current, are any buffs headed our way?
I've heard about Exorcism getting quite buffed.
Edit: You may also like to know that glyph of seal of truth reduces the mana cost by 50% and no longer grants 10 expertise.
I think you got your hands on the Minor version. You wanna watch out for this, since there is
Glyph of Truth
and the
Glyph of Seal of Truth

Just tried soloing my usual ZG. What the hell, severe lack of healing.
Died twice but I made it, but yeah, was this survivability nerf really necessary?
And I've been soloing it like a walk in the park since I had naxx gear and seal of blood.

Did you take JotP? Haste buffs stack multiplicatively, so that might change your set up.
For my own part I was overcapped on hit and expertise, so I grabbed the SoT glyph and reforged to haste everywhere I could, and CS is down to about 3.4 right now.

Atm, I might go ahead and say, Consecration could be a stronger choice, since you dont get to use it as much, and when you do you might aswell the the extra 2sec on it, but imo it is a personal preference that makes me reccomend HoJ, and yes I mistaked the abrevation and will go fix it.

Question on the sanctity of battle talent mechanics. I did some screwing around with reforging and the dummy, just to see what stats would give me the biggest boost. I already had a good deal of haste on my gear to begin with, because I liked having a shorter GCD and my alternative was armor pen. But when, as an experiment, I reforged all of my crit to haste, my dps barely changed. Then I checked the duration of my Cooldown on CS, it was 3.95 seconds. When I activated the hyperspeed accelerators on my gloves and checked again, the cooldown was 3.73 seconds, which is practically negligible. It made me question the validity of stacking haste as a primary stat. Even though it was nerfed in the patch, 240 haste is not a small number. It looks like the equation they use to calculate by how much haste lowers your CS cooldown requires an awful lot of haste in order to budge that awkward 4 second (2 and a half GCDs) cooldown. Ideally, I'm sure theorycrafters will eventually figure out how to get exactly enough haste to make CS's cooldown equal two GCDs and give us as little downtime in our rotations as possible, but for now with the gear available to us, haste seems to be a poor stat to be stacking, I'm wondering if I should keep my gear slanted towards critting as often as possible.
Does anybody know exactly what formula they use to calculate that? It's very possible that the massive amount of new itemization points Cataclysm gear will give us will balance the formula and make it worth stacking haste (and make ret paladins reliable dpsers again), but that's small comfort to us now with Cata still nearly 2 months away.
First of all, if you could provide a link to your armory, where I could see your current haste, it would help alot. Since 240 haste is a very small number, it makes me question how your gear looks. Atm I am sitting on 962 Haste rating bringing me to about 3.4-3.5sec CD on CS. That means I am 57 haste of the soft cap, wich is 1015 as I mentioned above, and I am thinking about switching 2x 20 str with 2x 10 str 10 haste, and using 40 haste food instead of 40 str. This is an theoretic dps loss, but with the spell queue it will actually let me cast CS faster instead of waiting the 100ms for the server to recognise me casting it.
Also you talk about Imp Icy Talons, this is not a haste effect that effects the CD on CS, however, the +5% spell haste that Shamans, Moonkins and Shadow Priests now bring, does affect the CD. This is mentioned in the Stats section where you propably saw the stat weights too.

My GCD from the previous post of 3.48, checked this morning, is without SotP or +5% Spell Haste. With SotP I go down to 3.19, and with SotP and the +5% I go down to 3.04.
As for Black Magic. As of now, I dont know what the proc rate is for Black Magic, but I will test this ASAP. Most comments on the Black Magics page says it has 35% chance with a 35sec CD. But lets try to find out with some percentage calculations.
Also I take for granted that abilities wich require spell hit cap is considered spells, with that in mind our only "Spells" are:
Exorcism
,
Consecration
and
Holy Wrath
.
3 Spells, all ranking pretty low on our prio, except for Exorcism, but that is only when AoW procs, wich is something about once every 12 seconds, or once per 8 GCD.
And btw, you can see the true stats of your char on Armory, but it wont show you the reforge on items. Eg, I reforged my WFS HC to have 2/3 Crit and 1/3 Haste, it doesn't show on the trinket, but the 40-50 haste is included in the total haste rating.
