Really though, if you think about what a tank should do in PvE, it's not actually a huge buffing patch.
Holding AoE threat is still fully doable, but slightly harder. Kind of a wash, I'd call it a slight nerf, but not a big deal.
Single target DPS (and thus TPS) has gotten some pretty kick-ass buffs. Technically a buff, but how many prot paladins who weren't tanking for fury warriors with Shadowmourne were having single target threat problems in the first place?
Self healing got a buff, but it still costs a hell of a lot of threat to capitalize on it fairly often. It's a nice thing to have in a pinch but not a substantial, ever-present buff.
Passively block capping is nice, as is the buff to block, but the difficulty of keeping a tank alive is now in a healer's spell choices, not a tank's gem choices. A buff for tanks, but a fairly well counterbalanced buff and nerf in the healer-tank relationship.
I think the prot paladin buffs are more updates to the class to keep up with the changes in the way the game is supposed to function than actual in-context class improvements.
Still though, I might almost consider throwing some tanking gear together again. Maybe I will if I don't start sucking less at Ret. I do like how Prot looks this patch.

I hope you aren't referring to Holy Wrath as a front-loaded AoE pickup. It's nice for tagging, but not much beyond that. It's also worth noting that the rotation is really no harder than it was before. It's just a priority list instead of a set-in-stone castsequence rotation. There's nothing to show that you require "substantially more skill" to play the class. It's still just as easy to walk in, mash some buttons, and walk away with reasonable success. The only skill factor in the rotation is knowing not to push ShotR before you have 3 HP.
Don't get my wrong, I love what they've done with the spec so far, but it's not like this is the Holy Grail of hard specs to play.

In ICC with Vengeance fully stacked, I was rocking out 50k+ SHoR crits. It was ridiculous.
The "hoops" created by Holy Power add interesting and some dynamic to the rotation, I think. Pally tanking was a bit boring before sometimes, I've found it quite a bit more fun so far. It's a quality of life thing more than a performance thing. If I'm holding threat and have great survivability, making for happy healers, because I'm doing things well, it makes me feel a lot better than it being just because I'm playing a Paladin...which, frankly, is kind of how it has been for a while.

Fear not, Ghostcrawler has acknowledged that Ret Pallies (along with Arms/Fury Warriors and Kitty Druids) are underdone at present and are to be buffed.
And the Mages are being heavily nerfed. The regular reports of 20-30k DPS in ICC will be no more. (Until they hit 85.)

Already happened. My Paladin is now hitting for an average of 15k and critting for well over 20k, while ranged in the guild have reported a decrease in damage after the first day of the patch.
Or it hasn't happened and our wishful thinking has transferred into reality =P

Just finished tanking ICC 10, and was very happily surprised with the results. I really had no threat issues with the AoE pulls. With HotR hitting as a "true" AoE, damaging all targets within 8 yds, and HW, it was more than enough to hold even the large pulls at the start, and the "cosby kids" at Festers stairs against all the hurricanes and fire and ice falling from the sky.
Single target I was simply amazed at not just the TPS, but the DPS that I was able to generate. My average DPS on boss fights was in the 5k range, actually making the tank an "acceptable" addition to the DPS. I saw several crits above 20k, and had a max of 34k+. I even noticed my AS nearing the 20k point on some throws.
And this was in what would be considered sub-par gear for the current point of the game. I typicly raid heal on my Druid, so my pally tank has been pretty neglected to this point, having only 2pc t-10 set, and a mix of ICC 10 gear, and frost emblem pieces.

I seem to have to choose between S/T and AOE threat gen the way CS and HOTR work. I can have one or the other, but not both.
That's exactly the intention, actually.
Where other classes DID have a disctinct gap between Single-target and AoE tanking, although small in some cases, Paladins basically had a static rotation (possibly with moving around your 969 abilities) that worked for both Single-target and AoE situations. You literally did nothing different. From a Paladin perspective, it didn't matter whether you were tanking 1 mob or 10, it was still 969.
It's kind of in the same vein as Fury Warriors (and Ret pallies, for that matter.) Fury warriors had Whirlwind changed simply because it was basically a single-target DPS ability (and one of their best, at that) that gave them a free boost in DPS if there happened to be a mob or 2 (or 3, for that matter) nearby. With the exception of queueing Cleave instead of Heroic Strike, their rotation was identical, and they were getting free DPS for the mobs being there, even though they're doing their Single-target (max DPS) rotation.
