Inb4 Sinespe writes a book.
The "run speed vs. anything-else" argument has been going on for a long time. Do a quick Google, you'll find plenty of discussion.
Short answer? Yes, it's definitely worth it, but it's not unanimous. There are some disagreements that I respect both sides of. This is not one of them, I'm afraid.

Trial of the Crusader
Removing the fire/poison debuffs during Jormungars
Escaping Icehowl's charge (heroic mode doesn't include that big run speed bonus in the fight mechanic)
Legion Flames on Jaraxxus
All kinds of PvP use for Faction Champs
Dodging orbs during Twins
Kiting the Anub's spikes
Icecrown
All sorts of running about during Marrowgar, and even more on heroic
Moving out of Deathwhisper's Death & Decay, running away from exploding ghosts on heroic
Kiting Blood Beasts during Saurfang (situational)
Gathering for spores during Festergut
Kiting slimes during Rotface
and
Putricide
Running out of exploding ooze during Rotface
Running away from Malleable Goo during Festergut and Putricide
Running out of all kinds of stuff during Blood Prince Council
Gathering up faster for Blood Queen's Pact of the Darkfallen
Running around for Blood Queen's Shroud of Sorrow
Running away from Sindragosa's Blistering Cold
Running out of The Lich King's Defile

In my guild, that boot enchant is required of all our raiders.
I sure hope they don't force classes that already have increased movment speed from talents to take this enchantment...I would never consider taking it on my
paladin
or
rogue
. Now if they stacked, that would be a different story.

I'm gonna go over your original questions after having run your character through Rawr, beginning with a couple of things I noticed:
Glyphs
You're currently using
Glyph of Inner Fire
, which does nothing for your DPS. Consider switching it out for one of the following:
Shadow Word: Pain
,
Dispersion
,
Mind Sear
,
Fade
.
Spec
You could easily move those 3 points out of Focused Mind and put 1 into
Inner Focus
, and 2 into
Improved Shadowform
. Then, macro Inner Focus to your Mind Flay spell.
Enchants
+63 spellpower? That's a 1-hander enchant, and the expensive one too. You can put
+81 spellpower
, or the cheaper
+69 spellpower
on your staff.
You're using Spellpower/Stamina on your legs. Switch that out for
Spellpower/Spirit
.
If you really wanted to, you can drop Icewalker from your boots for Tuskarr's Vitality by switching out a
Reckless
gem in one of your pieces for a
Veiled Ametrine
to keep your hit rating capped. Although this won't be a direct DPS increase, you'll get the run speed buff you'll find handy to survive in ToC and ICC raids.
Your hit rating may be something you'll call into question in the future if you end up raiding with Draenei on a regular basis (i.e. if you're guilded)
Now, onto the questions
I see you've already gotten your T10 shoulders. The next biggest Emblem of Frost upgrade for you (based on upgrade/cost) would be
Circle of Ossus
, although you might consider going straight for your T10 bonus and saving up for the hat.
BWB will provide a slight dps boost over your current bracers, and are likely to last you well into Icecrown. If you feel they're not worth the gold or materials to craft, then just hold onto your Wrathful Gladiator ones.
The emblem cloak is better than your PvP one, but you should save your emblems for your T10 pieces. There will be upgrades in Icecrown, at least.
Abyssal Rune
> Sundial any day, and will last you into ICC.
I would say you're kinda overgeared for ToC10 at this point, but go ahead and queue for Onyxia25 and ToC25. There probably won't be many upgrades in either for you, but once you get the lay of the land then I'd say you're ready for ICC10, with ICC25 on the horizon. Do some ICC rep runs and get your Ashen Band and replace

macro Inner Focus to your Mind Flay spell.
I'd actually recommend you macro IF to your big hitting VT ticks because it will add the tasty 25% crit modifier to your spell over the course of it's duration. And even though the elimination of mana cost is inconsequential to a shadow priest, using it on VT will also save you more mana than using it on MF.
If you get 4pcT10, you may actually do well to use it on MF. Anybody have any theories on which would be a better choice to link your IF to with 4pcT10? MF or VT?

On advice from a fellow shadowpriest in my guild, he said to macro it to Mind Flay because the crit component doesn't work on dots. I imagine it would work on the instant tick on DP and save a ton of mana, but it wouldn't work on the subsequent ticks.

crits (aka dots) and MF is your highest dmg spell, so using IF with it is going to be your largest dps increase.
Using IF for mana? Put it on DP. Using it for dps? Put it on MF.
MF does more dmg than an MB does, and they both have the same critrate and crit multipliers. 3 normal ticks does more dmg than a single MB, and that's all that matters.

I prefer not to, on the rare occasion I'd rather save it for a MS. However, that involves being vigilant to the CD.

is something i think we all can agree on anyday, but that aside
i dont recommend any nonexperienced player follow whatever i write right now, because you need quite good raidawareness and abilityawareness to actually gain from this. but anyhow, real uses. and you should be quite confident in yourself. 1 mistake is enough to consider getting back on tuskarrs imho.
raidleading trough the years i see quite alot of people who should have tuskarr's but doesnt(heck i even got some people to go runspeed back in tbc cuz they were so goddamn stupid).
But i also see people who dont make mistakes which could probably get a DPSincrease from dropping Tuskarr's. That only tells me that they aint got confidence in themselves.(either that or they're goddamn stupid aswell, but good at following directions)
"12 crit aint got much to say these days", what would you have said if i had 1 or 2 blue gems instead of epic, i think you would have raged at me. but its the same deal.
and sorry for discussing this in a help thread, but i think that OP got the answers he needed and i prefer hijacking threads over posting new ones, also i think its a valid discussion :p

This will only spread them more, ie cover more of the "playfield" in flames, which is nogood

champs hc atleast have this ms already, and there are no LoS in this fight. if you cant LoS(or outrun) in PvP, moving will most likely not give you any benefit, and that goes for this fight aswell
Dodging orbs during Twins
if you want to do it proper you have 1 player with movement speed increase which picks up the orbs. or you just heal trough it all and stand stationary and nuke like a god, moving means less dps, which means healers have to preserve mana instead of go all out due to longer fight.
Kiting the Anub's spikes
Icecrown
All sorts of running about during Marrowgar, and even more on heroic
What moving? i see a huge dpsloss comming your way
Moving out of
Deathwhisper's Death & Decay
, running away from exploding ghosts on heroic
ghosts is fair enough, but moving out of D&D is less than GCD, ie having higher movementspeed will only cause you to run around like a fool for a longer time after casting SWD

if you have to kite, somebody is
doing it wrong
Gathering for spores during Festergut
fair enough for some classes, but he's a shadow priest, he dont need to gather spores. Dispersion gives you a 90% dmgreduction, compared to the 75% of the spores
Kiting slimes during
Rotface
and
Putricide
If you have ever kited on rot, you will see that having higher movementspeed is only annoying, because they are EXTREMELY slow, and chances are your OT will be kiting and not a shadowpriest. Putricide, fair enough, but doesnt really give you a benefit unless you aint watching your screen
Running out of exploding ooze during Rotface
get DBM for gods sake
Running away from Malleable Goo during Festergut and Putricide
Again with the GCD problem of DW
Running out of all kinds of stuff during Blood Prince Council
shadowpriests are ranged. i cant see why you are supposed to move on that fight unless somebody screw up big time

Having blue gems is an indicator that you don't care. The results of having someone who doesn't care on your team are always bad, but never predictable. Insisting on epic gems is not about the extra 12 crit; it's about insisting that someone actually give a hoot.

Huh? Moving to the new prince? Moving out of vortex? Moving back from a vortex? Soaking flame orbs? Yeah.

Our priests put fear wards on people who need them, like healers. It's not the only strat, but FW doesn't compete with Tuskarr's.

It's actually not the simplest mechanic in ICC. I've failed numerous times due to my mouse getting caught when I'm spinning around. I didn't die each time (just once or twice). But it's an example of the type of unpredictable/uncontrollable event that we get in a computer game. And it points directly back to the main question: can you trade those 12 crit for a better chance of surviving the unpredictable? No matter how those unpredictable events are caused, from technology failure to awareness failure to just plain bad luck?
