On PVE Realms, this is a reportable offense. Not an immediate solution, but a solution non the less.
Eventually, those that grief other players on PVE realms by doing this will get the message.
It wasn't considered to be one the last three times I reported it. I was told that only "constant and repeated" killing of quest givers was considered "griefing"; apparently "constant and repeated" meant that they had to have been doing it for more than two hours (I had been waiting for an hour and 45 minutes the last time I bothered reporting it).
If Blizzard really wanted, they could make a fairly easy solution: Killing quest givers in the same area more than three times causes raid boss-equivalent guards to spawn nearby and chase the wanker out of town. Problem solved.

I like it.
To prevent people from using different characters or more players, just have the bosses (of Lich King toughness) spawn after the questgiver has been killed three times in two hours.
BTW The boss yields nothing.

Eh, it wouldn't even have to be Lich King level - just tough enough to deter the loner jackass who is getting his jollies by killing quest givers, for no reason other than to be an interfering git.
But you get the idea. It even makes sense: The Horde/Alliance would surely have roving patrols of guards, and when the alert is sounded, they would come running.

People who claim that they actually like things the way they are now (in that they can grief and harass people by chain-killing Auctioneers, quest mobs, etc.) are sociopaths.

I think I had a discussion like this with a friend not to long ago and I bought up an idea that the NPCs should increase in levels as you level up.
Ex: If you are level 22 the NPC stays at the given level until the user gets to it. So when user gets to level 45 the NPC level goes up as well only for the user.

I'm sorry to say, it's not a reportable offense. It's a "PvP problem" with a "PvP solution." This is the canned response you'll get from a GM. Trust me, I've tried.

My only thought is make a server where just Quest NPCs and Flight masters arn't pvp marked give the other faction guards or even regular hey that guy is standing over there doing nothing guys to kill

In zones upto level 20 it would be neat to have NPCS what cannot be attacked. After this players get a mount. Also more and more zones become available after level 20.
Newbie subzones for level 1 to 6 already got NPCS what cannot be attacked.
