So I wanna be Enhancement with some healing on the side for faster ques. But every enhancement spec I've seen drifted into Elemental.
Are there any good Resto subspecs?

Do yourself a favor and forget about the idea, if you want to heal in a Heroic then get a dual spec. While it can somewhat be done with an Elemental build, all you are doing is hurting the ability of other players to progress smoothly through the instance, not to mention unnecessarily increasing the difficulty for yourself to contribute in both a healing and DPS standpoint.
If you decide to go that route anyways against this advice, don't be surprised to be repeatedly votekicked from groups if you even slightly lag behind the damge output.

Well, my Shaman is still lvling and just hit 20. So, I'm not worried about heroics. I'm worried about que-times and being a good healer while still doing my preferred playstyle, melee.

At low levels, it won't matter nearly as much, however your mana will be extremely difficult to keep up while putting out semi-effective heals. Make sure to keep a healthy number of stacks of water on you at all times, and remember that when you are in fact healing, the idea of doing any kind of damage (until you outgear the dungeon that is) is out the window due to separate priorities.
On top of that, in all honesty even at low levels unless you are tank you are going to still have 15+ minute queue times even as a healer.

to be honest here....i have a ele shammy...only time i throw a heal is when healer dies and i try to save group....same with my boomkin....otherwise only thing those heals are good for are self heals if needed....and thats comming from a ele shammy....with haste int and spellpower....ehn again would only be good for self heals to stay alive if your tank and healer are in a mess

plus i been looking at the ehn tree pretty close...kinda like a frost mage....you dont have a whole lot of spare talents left after you max tree imo....when my ehn shammy is done he will have 5 talents left after ehn tree is done...

The raiding top-dps spec is 19/52/0, 19 points sub-spec'd in elemental.
oh i dont doubt that for a second lol....but to be honest a shammy is one of the more...how do i say this....hyper playing style chars in game....always doing something at all times...changing totems or what not....so play style will have alot to do with just about any shammy....my ehn is only lvl 21 so i have a long way to go indeed but my ele resto is a 80 and been that way a long time....looking forward to playing what looks like the most complicated of the specs:)

So even there, it is impossible to mofe those 19 over to Resto for some more versitillity?
Also, I kinda planned on making my Shaman a pvp toon. And I know in the Rampage battlegroup BG healers are few and far between on the horde side. But I also know Enhancement Shammys rock in pvp...

When you're talking top-tier DPS, not a chance. The 19 points used in Elemental specifically
to
increase
your
damage
output
. You are wasting valuable points on unnecesary things like reducing totem cost (your pool will refill quickly with SS), reducing the cast time of Healing Wave (you should never need to cast this), or any of the other healing items in the Restoration tree. We're talking an easy 1-1.5K difference in damage if you don't.

This is the last time I'm going to say this: purchase your dual spec. You are going to severely diminish both your ability to attack and heal if you aren't focusing on one or another. No other class can do both unless they are completely overpowering their opponent, so just get it out of your head that it is even viable.

I've been spamming pre-60 dungeons with an Ele Shaman healing and it works perfectly fine, but not ideal. There isn't a whole lot in the Elemental tree that boosts healing so i'd say that an Enhancement Shaman in healing gear would actually do it better at this level.
