If you're going to use T9/T10, use T9's helm and pants and T10's chest and shoulders.
If you're going to go for 4p T10, you should have at least three Sanctified T10 pieces, Leggings of Northern Lights, and Nerub'ar Stalker's Cord at the bare minimum. (assuming your T9 is 245, and assuming that you're MM)
Edit: Your spec is also abysmal. If you're going to be an IHM !@#$%, use

. It's usually sub-optimal to do so, however, due to the DPS you can gain by using Focused Aim and better gear that doesn't have Hit, so you'll want to work on speccing like

eventually.

I'm not saying it's bad, I'm saying it can't compete with the DPS gain from shifting points into FAim and using better, not-laden-in-Hit gear.
It's only 150 AP. If I can gain 150 AP's worth of DPS from using Focused Aim instead, it's not a gain.
And considering that all three Hunters in my guild are and can, none of us are going to take the loss. :P

Is T10 4p bonus that bad?
I mean... do you really need:
Leggins of Northern Lights
3x Sanctified T10
Nerub'ar Stalker's Cord
to be able to replace 2xT9 (iLevel 245)? Is the 2xT9 bonus that powerful? (even better than a massive gear upgrade)? Doh...!

Yes, and yes.
The 4p T10 bonus has roughly a 15% uptime in ideal situations, resulting in an overall gain of 3% of your total RAP. I have, in raids and ignoring procs, about 8000 RAP, making the set bonus worth an average of about 250 RAP. 250 RAP for me is roughly about 220 DPS or so.
According to FemaleDwarf, the 2p T9 set bonus is worth about 420 DPS or so, and that only goes UP as I get more Crit gear, and if I roll a properly aligned high-crit Serpent Sting (Potion of Wild Magic, 600 Crit DBW proc, etc.) the entire fight. Therefore, if the difference between the two bonuses is about 200 DPS, the gear has to be at LEAST 200 DPS better to be an upgrade, and it really isn't.
The jump is even harder to make if you have 258 T9, like I do. With 1 piece of 277 T10 and three pieces of 264, plus Leggings of Northern Lights and Nerub'ar Stalker's Cord (both 264), 4p T10 is a jaw-dropping
0.18 DPS gain
for me.
Sure, it's more with Heroic pieces, but my guild has abysmal luck with both. :P

Basically a third piece of tier 10 is not worth giving up the t9 2 piece
In some cases a 4rth piece of tier 10 is not worth it. In my case I had to wait and i replaced both pieces of t9 at the same time and added another 264 item to get a DPS increase over the t9 bonus.

If you have 232 T9, I think the threshold goes down to 2 pieces of Sanctified.

This is absolutely true, people do not "study and train" properly to master the class (rotations, talents, potions, food, tricks, etc...). Most of them stack GS points and play in a mediocre way.
The new random dungeon tool and the easy access to raiding (no attunement, no keys, no prequisites at all) allowed everyone to enjoy the end-game contents... and that's absolutely fantastic. But it also opened the doors to those players who jump in and hope for a "carry me" run.
