Yeah, though, to be honest, they're both pretty bad trinkets.
Sliver is a bad trinket? I'm with you on the Binding Light, all of the 10 man ToC trinkets are terrible. But the Sliver is quite good. Overall, I'd say my trinket choices would be Abacus, Lunar Dust, Solace, and Sliver. The thing they all have in common is Spell Power (which is pretty much top dog for resto druids), with some sort of MP5 as a secondary.
I'm currently running Lunar Dust and reg Sliver, I'd certainly take a heroic Solace or a heroic Sliver, and a reg or heroic Abacus.

Overall, I'd say my trinket choices would be Abacus, Lunar Dust, Solace, and Sliver.
Sliver has 158 SP and less than 68 Mp5 (Less than, because every fraction of a cooldown you don't use it for reduces the Mp5. For example, in a 5 minute fight where you use it twice, you're getting 54 Mp5.)
Regular Solace has 150 SP and 128 Mp5. Heroic is even better.
Lunar Dust has 179 SP and ~100 Mp5
Abacus has 179 SP and a proc that I've seen do 3-5% of a person's heals.
Of the trinkets you've listed, Sliver is definitely the worst by a significant margin. It's a fairly mediocre trinket. I wouldn't even take Heroic Sliver over Regular Solace, personally.
Of course not. I wouldn't either. That's why I listed them. But Sliver is certainly the next in line after those other trinkets.
Of course I'd take Best in Slot trinkets over Sliver. But that's doesn't mean Sliver is "mediocre" or "pretty bad." It's fifth best in slot, behind Heroic Abacus(Reg Abacus), Heroic Solace, Lunar Dust, and Regular Solace. I say fifth best in slot since you can not have both Heroic and Regular Abacus equipped. You could try and argue spirit or intellect or other MP5 trinkets, but honestly I have a hard time using up my mana and I give away all my innervates; more MP5 isn't really needed.
For comparison, that'd be like saying "Reign of the Unliving" is a mediocre trinket, just because there are a handful of Heroic and Regular version trinkets that are better. Reign of the Unliving is still a great trinket and there's a LOT of people who would use it.
Likewise, if you don't have one of the four Best in Slot resto trinkets, Sliver is going to be quite good for you. I could point at any of the Intellect or Spirit or MP5 trinkets and say those ones are "mediocre," the same way I would point at an Avoidance trinket as mediocre for a tank.
Maybe it's pointless that I'm quibbling over your terminology here, but there's no reason to discount sliver. It gives you raw spellpower (and quite a bit of it) and it gives you mana. It's all you look for in a healing trinket.
I'm with you though, I much prefer the passive and continuous bonuses of the other trinkets. But unless you have a Solace or an Abacus (which really, those are only two trinkets), there really is nothing better to pair with the Frost Lunar Dust besides Sliver.
