This is moreorless correct - the haste 'cap' would probably kick in at about 1000% or thereabouts, when our Teleport spells hit 1 sec (GCD) cast times.
If it doesn't feel faster, it's just because 20% really doesn't make that much difference in the context of the speeds which you're working with. 20% of 2.5sec casting times is very different to 20% of 1.3sec casting times. The more haste you have, the less 'change' there is in nominal terms, but you'll still get the same % increase in DPS. That, and when Bloodlust is hit, adrenaline is typically higher, and therefore, you're more likely to overestimate the amount of time things take to happen.

By increased effect I ment the longer the cast time the more time the haste knocks off.
Haste is multiplicative in the sense that it reduces the casting time by a percentage. Therefore, in 'seconds', it will reduce the casting time of longer cast-time spells by a greater amount. But you can't say that it has 'increased effect' on longer cast -time spells, because it's misleading - it has exactly the same effect - no more, no less.

Don't think of it as decreasing your cast times, think of it as increasing the amount of casts you do. If you look at it like that everything makes sense.
It's just a ratio. Let's look at FFB, 3 second base time. That means it takes 3 seconds to cast one FFB; thus (3.0 seconds)/(1 cast) 3 seconds-per-cast, 3spc, whatever notation you want to use.
So let's say you have 20% haste, that means you're casting 20% more spells. To figure out what your cast time will be means you just need to figure out how to make it so that every 3 seconds, you cast 1.2 FFB's. 3 seconds/1.2 casts. Again, it's just a ratio.
So if you think of it that way, just because you see bigger reductions of cast time on longer nukes such as Pyroblast, it DOESN'T mean that you're reaping bigger benefit for those spells, because in the end it only means that you're getting in 20% more of a certain spell in a given duration. e.g. you cast 100 spells in 100 seconds. With haste you'll have casted 120 spells in 100 seconds.
So on that note, provided you're not hitting GCD limits, then it'll always be more beneficial to use that haste to get in 20% more of your higher DPS nuke. 20% more fireballs vs 20% more pyroblasts, you'll still see the same results except the sample size will be higher.

I was just asking because I was wondering how much haste would be needed to make Pyroblast more effective then Fireball (due to 1 second GCD).
Random thought: can pyroblast proc hotstreaks?
