The 3 posts above is what every gives for a general answer to SOC vs. SOV.
But you are level 67, so your going to need to make some spec choices.
Here is another post where i talked about this:
Level 20 - you should be queuing for deadmines when you ding 20.
Use this spec
Every point you get after level 20 put into prot.
At level 41, you can stop using the
Glyph of Seal of Command
once you pick up Blessing of Sanctuary, with
this spec
Once you hit level 66 switch from using
SOC
, and start using
SOV
with
this spec
.
Level 67, a good spec is going to look like
this
SoC is good, but 4 hit SoV from your hammer of the righteous is better at this level. Especially when leveling in random heroics. Just remember to keep switching targets and using your taunts when pulling 6+ mobs.

Ignore this. SoR is PVP-use. It's less damage per swing for greater judgement damage. For fights of <15s, you get one judgement in PVE gear. Given how little single-target <15s fights there are, it's not worth bothering to switch, as talented-SoR and SoCleave are ~equal. Untalented ? Remove SoR from your bars and forget it exists.
Actually you usually get 2 in, because it's the first thing you cast while closing in on the mob, and again after 8 seconds. Regardless, it was a mostly-silly comment as SoR is almost never useful in a PvE situation.

Personally, I tanked with Seal of Wisdom over righteousness until I got divine plea. Mana Problems for a Prot paladin end as soon as you can pick up Blessing of Sanctuary. And thats like 30 levels before Divine Plea.
I used Seal of Command for ICC trash last night because I have enough expertise to get away with it. I gotta tell yah, topping the dps meters as the tank in a raid?
Hilarious.
I havn't topped the meters as a tank since the first week of ICC when we were pulling trash slowly. Now we basically pick up the Lord Marrogar room in 2 pulls, and its shadow priests pulling 40K+ =[ no way to complete with that.

I still had mana issues with Sanct when I was leveling, but that's probably because I was a chicken #$%^ and didn't like pulling big groups for fear that I'd get squished. =]
Sometimes its not about you, sometimes you just don't feel comfortable with you healer the Random dungeon system gives you. =/ Anyways, try using Blessing of Sac as your only source of mana on trash pulls in current heroics, its the same effect at high and lows levels since its always 2% of your mana pre dodge and parry.

p.s. That also reminds me, In my spec i listed before, i listed Glyph of Divine plea for a level 67 spec, ya, you get DP at 71, sooo don't Glyph that till then =P my bad.

Not to direct to far from the original posted question but, I have been tanking for a long time and always used Curruption for all tanking and recently ive seen prots specc'ing on seal of command and can see how it can be great for holding mobs better then just a consecration and a hammer or two. I'm wondering if it is worth it to hold more aggro (not that i have aggro problems, just you sometimes get over excited dps'ers). Well I guess im asking the same thing as the original post but, for tanking?
P.S. Use Command for trash, Vengeance for bosses that take more than 15 seconds to kill.
Keep the point in Seal of Command, they're both situationally good.

If you know what you are doing as a tank, you will barely notice a change. I prefer not to take it on my spec, because there are 0 bosses that it is useful on as a tank, and trash never maters.
