A slacker is someone who doesnt read a boss strat, someone who wont try to change his spec to make it better, someone who afk during a run, etc.
A casual is someone who play 1-3 hours per day and/or not every day of the week.
A casual can be a slacker and a slacker can be a casual, but one doesnt imply the other.

To paraphrase Wildhorn, a casual is anyone who lacks the time to raid often enough to get 277 gear.
A M&S is anyone who
a.) Has 0/0/71
b.) Spams FFB as FFB spec, etc. etc.
c.) Does less DPS than their gearscore (excepting those under 2,000 gs) and wants to raid anything other than normals
d.) Stands in void zone and expects to be healed, or in front of the dragon with a firey breath
e.) doesn't see any wipe as their fault
f.) when a wipe happens, just says 'too bad, let's try again' without thinking/knowing why the wipe happened.

I dunno, Gevlon's come pretty close to implying both by saying 'casuals can't be geared'.

casuals can or can't be geared depending on their schedule. But they do have some gear, and much more skill than slackers, and that makes them 'worth more' than slackers.

See the blog on Thursday re Gevlon's rant about GearScore. He makes his view on that pretty clear - "if someone is geared, he cannot be alt or casual", an extremely forceful statement attempting to produce facts from his imagination.

People migrated away from Mag, not because of a few allies spitting at us in Dallaran etc., but because so many of the players were here only because of Ensidia/Nihilum. They moved when Ensidia moved. That's all there is to it.
By now there're about 4.000 Horde players on Magtheridon, they make up about 80% of the population as opposed to the Ensidia days where there were perhaps 2% allies total. So in that sense I guess his "project" can work ... I mean, he can use it as an opportunity, but it's not because Alliance forced us to move.
... Really, I mean c'mon!
If WoW had more mature players than it does, his idea could've been interesting.
Another point: Magtheridon may be a PvP server, but most of it's players (during Ensidia days) were PvE players, which makes it even harder to get a good PvP-game going. However, Horde were too many and generally too well geared and experienced for the few allies to be able to make a difference.
On a BG notice there's no question about it: Horde had (and has) not much forte there. I don't know about Arena as I never succeeded in finding good people who wanted to take it up (ref. my line about Horde on Mag being mainly PvE'ers).
It could be interesting if enough Horde players wanted to take up the challenge in this regard. But I doubt it's going to happen.

I think they are. The M&S do, indeed, "break" wow (worst moments i had came from these people), so bashing them at every turn has many positives imo.
His motives would have to be satisfaction, because surely he knows these ideas can be carried out. There's nothing to prove!
However, I agree with you about the M&S people, but I assure you that Blizzard does not. These players are who pays the game more than any other group, and no attempt to discourage them will be tolerated in the long run, should it actually have an effect. ... Sad to say so, but this is how it is!

Edit: I realize I've missed the whole point. It is not about getting good PvP gaming to happen, it's about ganking/griefing.
That rules me out. ... I have no intention of making other peoples' experience with WoW one where all they gained was losing money as well as time.
As several others have pointed out already in this debate, it's not easy - and often not possible(1*) - to decide who are M&S'ers and who are just not very skilled (for which ever reason). As I see it ganking is really no more than bullying and has nothing to do with actual world PvP. Whereas there're no rules that can state the fact of what I'm saying, pretty simple thought process should.
If you have a need to make others suffer you should find a profession irl that allows you to do just that. There're lots of them, as you probably already know.
I also see no point in discussing whether or not it is moral to bully others or not. The issue is too simple to require that.

(1*) - I have an example of this fresh from memory: I have a hunter w/ GS below 4.2k on Magtheridon, and since I love PvP and BGs, I went to do one of my daily WG battles.
Here I saw that Horde players would stand around, watching allies attack the fortress (which was on Horde side at the time), but seemingly they weren't feeling confident about trying to interfere with the offencing faction. I've noticed that a lot of not too skilled and not too knowledgeable players tend to do WG battles (perhaps to get some gear that they could otherwise not easily get), so I tried to encourage them in chat ... at first. However, this is often not enough. Someone has to be the first one to attack in order to make others feel it could be the right cause of action, and so I was the first one who did attack.
Needless to say, I was quickly outmaneuvered.
So it may not have been the smartest or the right thing to do what I did, but doing nothing accomplishes nothing. Sometimes it works to be the first, sometimes it doesn't. It never works to not even try!
And here's more: In WoW, if you don't have rl friends or family to play along with, it can be something of a hassle to become skilled. I have been wanting to do PvP from very early on, as well as raiding. And yet I have had very few chances to do either, at least on a skilled level.
I am dedicated, but pretty much alone. It may be that I could've achieved more if I hadn't had rl issues that took me out of the game from time to time, but it couldn't be helped. If you don't have people in-game with whom you can talk about all the little details, you will get behind - even if you read up on the web. Because you can't ask about every single detail on the web ... or maybe you can, but if you do you'll soon find that also here are people who think they know what you ought to know without being told, and you end up without responses or with being flamed.
I know WoW is an MMO, but even people who don't have a large group of rl friends, or who have other issues that makes it not so easy to do the social thingy (and seem "cool" etc.), have to start somewhere. This is one of the things WoW is also for: Doing something anew, from scratch, learn and find new ways of interacting with other people.
And yet, I guess this is more of an issue with society as such, than it is WoW or MMO specific. But I wanted to mention it nevertheless.

Really too bad with the ganking, because - like this guy (Gevlan) - I love the idea of grand scale PvP! ... *grumple-grumple*
