Lorewise, true resurrection is rare. The Forsaken and Scourge were 'revived' with the power of Necromancy, after all heh, which is different from a resurrection. So to answer your question; Game Mechanics.

resurrection in lore and in gaming mechanics are two different things. Basicly in the same, your character is more of less immortal, can come back from the dead simply by moving to where his corpse is, or having someone raise them. In lore itself, theres only probably been a few cases of actual resurrection in that manner.

And they tend to be
very
taxing. For example, Aegwynn almost died when she resurrected Medivh, and she had a remarkable amount of magic at that time, it took her over 20 years as well.
However, the undead are a different matter. The reason they are not resurrected per-sé, is because it was not inconcievable arcane power, like Aegwynn's resurrection of Medivh, it was simple necromancy used to animate the scourge.

Well, not sure if it was near death, but she did give up 90% of her powers to pull it off, and she never got those back.
