I would totally advise against tanking with a 2-hander if you 'plan' to tank get a 1-hander. Leveling as prot is totally viable with Revenge's Damage boost, it just get's a whole lot easier at level 40.
Venerable Mass of McGowan
is a good choice with the stats it provides.
If you want to cut time off farming some emblems i would suggest you get
Battleworn Thrash Blade
for
SKS
x200 as chances are you'll already have them lying around. The proc is pretty decent on this weapon at lowish level.
Get Crusader or agility on whichever one you decide to chose.

The proc is 1PPM (One proc per minute). When i used it a while ago dual wielding on my shaman it proc'd practically all the time.
If you find it lacking to what you need you could get a 15STR+

Non of the one-handed weapons are all that great for tanking honestly. I found my dps and overall threat to be less because of how slow they were. This particularly became more of an issue the closer to 80 my warrior got. If I were to do it again I'd always look for the fastest 1handed weapon I could quest/craft/buy for my level range.
Umm.... isn't it the slower the weapon speed the higher threat/damage? I know it's that way for on my DK so I would just assume its the same for warriors...

Not really, though it can be in some situations.
Very few of our tanking abilities/procs are based on weapon damage, and we have heroic strike that favors fast weapons.
