Sadly, it's not all that uncommon these days. You see it with a lot of players who have played the game, but never in a protection role.
Oddly enough I got in a debate with a Paladin about this same topic. Back in the day it was a different story, absorbs did have an effect on these sort of things, but not anymore.
I actually took screenshots after the dungeon just as a constant reminder to myself that even though I'm no WoW genius, I'm not the dumbest kid on the block either. Up until Anub, my Pally tank had not used Divine Plea once, and complained all my "bubbling" was preventing him from being hit, and thus not allowing BoSanc to proc and give him mana. Divine Plea was at 2.2% of his total mana regen until I more or less assaulted him verbally after a near wipe, after which it quickly became the primary source of regen.

I would normally say, "Hey, let's just make a sticky saying 'Bubbles are OK, your tank just sucks!'" but then, I still don't think people would read it.

While a PW:S sticky would be useful, I wonder if it would get to the audience for whom it would be most valuable:
... the tanking classes.

We get a lot of priests who mention things about tanks and yes, periodically, even tanks come in here to ask questions.

Many many people don't understand the disc priest mechanics. They understand healing in numbers not in absorption...
To avoid slowing the run down to explain it to him, instant bubble the rest of the raid and just keep flash of light on him. Problem fixed, if he has 50% rage and is about to die, bubble him and flash of light him.
You wont run into this problem with experienced tanks that know that your bubble at higher levels the in talent tree gives them rage, as well as giving mana to pally's as well. So dont sweat it, you'll be out of the nub tanking range shortly.

I don't bother shielding Prot paladins in 5 mans. Any other class gets every bubble i can so i can pew more smite lasers.
