^ Exactly. Soul Warding changed a dynamic, multi-cooldown-managment spec into a one-button spam spec. The very opposite of Blizzard's design goal of spell weaving.

Soul Warding
- The problem with soul warding as I've stated since it's inception is that the reduction of the cooldown is op. It is the primary reason that making shields stronger is so difficult.
Take away the cooldown reduction and replace it with barrier and now you can buff PW:Shield to useful levels, but possibly allow a weaker form of raid bubble spam in PW:Barrier.
PW:Barrier for holy
- Disc's mastery bonus is more powerful bubbles, so while Holy could use the spell, Disc will use it better, much like PW:S now.
Inner Focus
- +25% crit is usually overlooked as a bonus and most people just bind the Inner Focus to a costly spell like PoH or Hymn. However 25% haste is a game changer (even on one spell) so that means that the mana reduction is secondary and the haste bonus drives the decision when to use it. It takes the talent from mostly mindless to something you put some thought into using.
Hit Chance
- Close. They are taking away variable hit %, ie your raid composition will not affect the hit % you'll need. It also means that they'll probably nix the squid goat's bonus as well. Hence no +hit on misery.
PW:B acess would still mean, for instance, a Shadow Priest would have acess to an instant button to shield a whole 5 man party on a dungeon without even losing form. That's a bit fishy.
Inner focus' +crit for all Hymn ticks is a big part of the reason people use both together. +Haste when you're already able to get near the GCD with borrowed time, on the other hand, would make it weaker for Disc pvE instead of more appealling. Penance is already very fast, and most other Disc spells are GCD-length; not many Discs use GHeal. If anything, it would affect pvp - hasted mana burns or mind controls. Hasted Prayers of Healing would be nice, but Disc's focus is hardly there... It's a bit underwhelming to have only one single spell hasted, especially when blizz specificallly said triage methods will be favoured, opposed to the HEAL NOW mindset of WotLK.

PoH and Divine Hymn also benefit greatly from Haste beyond 50%.
PW:B depends on how strong Blizzard decides to use it. If it were simply a weaker version of PW:S but AoE, i'd see it a bit OP to have on Shadow's grasp... Because mitigation isn't quite like a direct heal. DH/ProH both take time to work, but PW:S is on-demand time bought. Perhaps x seconds cast time on PW:B, nullified by a later disc talent? (which tbh is a bit stupid... mitigation and cast times kinda contradict each other.)
Divine Hymn is an 8-minute cooldown, Prayer of Healing is a decent cast, but the synergy with Disc is horrible. If we get to reach Healing Prayers, this may change, but on a WotLK mindset, Inner Focus providing haste wouldn't imo be as good as it providing crit. About DH, you've blown an 8 min cooldown, you'd want to take the maximum out of it. As it is already a smart heal, you shouldn't have 4 people at the same time on the verge of death, so haste would be less powerful imo.

Priests are hybrids. Being able to switch roles mid-fight is at the heart of what this means. You pay a high price... shadow's heals are weak, and a healer's dps is weaker... but the price is lower than full lockout. Most healing spells and most dps spells are base. Very few are obtained only through talents.
Blizz has navigated this line creatively over the years; Holy Nova used to be talented, now it's available to all. DH could certainly have made sense as a deep holy talent. When Devouring Plague was moved from racial to base, it could easily have become a shadow talent. They clearly want priests to have a wide array of spells available that regardless of spec (although talents are certainly available to boost those spells).
I suspect PWB will be a disc talent. But if it's not, it will be weak and/or have a nasty cooldown for holy or shadow priests.
