That's not the only conclusion. Let me try a few others that fit:
Top guilds gear up their hybrid classes as a priority.
Hybrids have more loot available.
Players who are more talented choose to play hybrids.
There's a bug that causes all hybrids to crit slightly more often than they should be.
Of course none of these are true, but equally as plausible as your "conclusion".
My conclusion is that you probably don't work for Blizzard, and therefore have no idea what the real reason is.

Hybrid tax might be nice if it worked. Only Fury Warriors currently have a bug that makes them immune to it, which won't be fixed until cataclysm.

Shamans aren't gimped because of the hybrid tax. It's because we've traditionally been a support class which does less dps but improves the dps of other classes. Now that blizzard has changed how buffs are used, our dps is lagging behind.

Blizz loves their droods. They are Four-brid.
The shaman class is the black sheep of the family. If it wasnt for Heroism/Bloodlust, there's not many reason to bring a shaman to raid. It's kinda like "Anything a shaman do, everything else can do better."
But it is a significantly more expensive and arguably more time involved in gearing two completely different roles. It's like maintaining 1.5 toons for one toon.

If we're talking about Shamans, then #2 is definitely not true. It's very frustrating that we basically MUST roll against Leather- and Cloth-wearing classes for items, because there isn't a better alternative much of the time. This is true both at the beginnings of the game (levels 1-40) and at the end. ICC 10 is particularly notorious for the lack of Shammy gear. (See the
Elitistjerks BiS list for Resto-Shammies
, for further evidence) I can expend all of that effort for only badges, and little hope of something useful dropping, in ICC 10. All of the stuff which is really useful to us drops in ICC 25.

Ok, so I remember hearing something a while back about how shamans dps isn't equivalent to other pure dps classes cause we're a hyrbid, blah blah blah.
On world of logs today I looked at the top ranked dps over the 11 normal ICC 10 fights. Out of the 110 players ranked, 24 of them were druids! 1 shaman, 2 pallies, 24 druids? This hybrid tax can eat it.
in conclusion, Conspiracy Tax was an inside job
