Take a point out of frostbite and 2 points out of incanter's absorption and put them into arcane stability.
Wrong enchant on your staff. Get +81SP.
Abyssal rune > NIC
Wrong crafted boots. Sandals of Consecration > Deathfrost boots
Your gemming is a little off. You have some runed cardinals stuffed into some blue slots that would grant +7SP or more while at the same time you have some purified dreadstones socketed to get much lower socket bonuses.
Lose herbalism and get tailoring or jewelcrafting leveled at least up to where you can use the profession enchants.
I'm guessing you're running with a shadow priest or balance druid and a space goat as well. If that's not true, then you're not hit capped at 8%.
Everything else looks good. I can't explain why your DPS suffered from an obvious upgrade.

Actually, 8% is the hit cap if he's got a Boomkin or SPriest in his group as an Arcane Mage. Having a Draenei in the group would make his hit cap 7%.

Lately I can't type, can't do math, and have made some ill-advised bets. Thanks for the correction. =)
Edit: Don't count random heroic DPS unless you're counting it on a boss, and even then it's almost moot. Loken? Pop CDs, AB spam. That's about as good as it gets. And you are hit-capped for heroics at 6% because bosses are treated as level 82.

Buffs and skill are pretty much the only two variables change your dps by 2k when all over variables are the same or close too. A better helmet with more of the useful stats can only increase your dps. Not having any decent buffs on the other hand can drop you 2k easily. Sucking or being awesome one raid can give you a number easily 2k different from a different raid where you played normally.
Exploiting trash can easily screw up overall numbers. (go go 25k trashdps in ICC)

80 Spirit would give you ~44 crit rating with glyphed Molten Armor on top of the extra regen, wouldn't it ?
