1. You're over hitcapped, since you're a draenei you only need at least 10% to reach cap
2. Your haste is really low, I'd trade off some crit for haste until they both reach a balanced level. Crit AND haste helps your dots.
3. Try to go for other stats, spirit isn't our main concern, Hit(till capped) > Spellpower > haste = crit > spirit > int/stam
4. Do NOT gem full spirit, go for either FULL spellpower or 12sp + 10 haste, use ONLY 2 12sp+10spirit gems to get your meta gem then start gemming other blue sockets with full spellpower, with yellow socket, socket it with sp+haste. That's the setup I would go, but seeing you're really low on haste, I would just gem out with 12sp+haste.
Obviously try to get 4 piece t10
Should try to go for gear that has a combination of crit+haste, spirit is not that important
You could buy the spellpower+mp5 trinket from the frost vendor, it's not bad even for dps but I would focus on getting more haste if I were you.

You have almost only 8% haste. That's 1/2 of what even a modestly geared shadow priest will have. Your spellpower is lower than it should be because your WASTING your Dragon's eye Gems on SPIRIT. Ignore spirit. Get Spellpower or haste.
I don't know where you got the idea that Spirit is a primary stat for Shadow priests but that just isn't true. It yields a marginal amount of spellpower, but is nowhere NEAR the potency of gemming straight spellpower. Also, don't gem for crit.
You're also way over the hit cap, by 3.5%. You're Draenei, which means you only need 10% if you spec for Misery.
Your trinkets aren't TERRIBLE, but to be perfectly honest, they're not very good. The haste proc is great, but it will lead to spotty increases in your DPS where you REALLY want something that will be a consistent haste boost, like an
Abyssal Rune
for instance.

These are the stat weights that I use. They will change slightly if you don't have the 4p t10 and vary slightly from what other people go with (you won't find any 2 guides that agree unless they copied from each other or from the same source).
1) hit - 1.88 pp (until capped...263 for you)
2) sp - 1.00 pp
3) haste - .98 pp
4) crit - .79 pp
5) spi - .58 pp
6) int - .22 pp
In general, when comparing 2 items, whichever one gives the higher number will increase your dps more.
Spell priority list
1) DP
2) VT
3) SW:P (when SW is at 5 stacks and the spell is not currently on the target)
4) MB
5) MF
6) SW:D (use when moving)
Do not clip dots or MF, but cast a spell asap after the initial one wears off. Also keep in mind, Shadowfiend is technically our highest dps spell.

Gear is overrated. Yes, it will influence your dps but changing a few gems or getting some item upgrades will only have a minor effect and it certainly won't fix your problem.
Be honest to yourself: The way you play just sucks. That is what you have to improve, that is what will bring you several thousand dps without any change of gear.

You said you optimized your rotation already: How? Which addons are you using? Are you absolutely sure you are never clipping DoTs and not wasting time in between Mind Flays? How do you make sure? In case you have never thought about this problem before (I guess you haven't):
There are great addons (e.g. Gnosis) that give you an audio feedback if you clip channeling spells and DoTimer helps a lot with not clipping DoTs.

Hell, if you're using Satrina Buff Frames (which you should be) you can simply configure a frame to show your DoTs on your current target. That's what I do, although I am holy and DoTs are a when-I-can thing.

2.6k spellpower, along with 2/5 T10, and you guys are nitpicking over how much haste, spirit and hit he has?
OP: Fix your rotation. Whatever it is you're doing wrong, change it.
Two things
1) Gems/chants are much more significant than you are giving them credit for. By changing these alone he could probably go up 300-400 dps.
2) You're right that the OP probably has an issue somewhere else, but that's notable just as much, if not more by the lack of proper gems/chants, as his low dps.

When did I ever say that gems/chats was all that needed changing? What I said was, it matters. A bad rotation in bad gear is worse than a bad rotation in good gear; the difference is still in the gear.
When I do an initial gauge of a player I go to wow-heroes. First thing I look for is do they have the gear (i.e. item level) that I'm looking for. Second thing is the correct gear/gems/chants (i.e. stats). My theory is if you can't gear/gem/chant correctly, then you most likely can't play correctly either.
If you are to be good, you have to be good at both and the easiest thing by far is to start by knowing what stats are best for your class. Gear is slightly harder to get, but it will come in time. And skill is sometimes the hardest, because the player just doesn't understand what they are supposed to be doing, but is also the most important (everything else just implies on the level of skill).
It's also worth noting that I check talent builds the same way if it is a class I know. It's another easy way to weed out the nubs...I've seen a shadow priest with 0/5 in
Darkness
before...at 80.
