You really shouldn't consider this that much because time is not a guarantee and if Steady does only 5% more damage after you calculate in Piercing it is within the +/- rate making it still worth it to use Arcane.
Yes, you should.
Unless your bosses die within 10 sec of pulling, any and all damage is important.

Q: When can I drop Arcane Shot from my priority list?
A: When Steady Shot hits for nearly, as much as or more then Arcane Shot.
There is not magical Arp number as there are several factors that can lead to Steady Shot increasing in damage and Arcane not.
Actually it's about 400arp+ with a 245 weapon and usable latency/fps.
Thats incorrect.
I got 264 weapon, 560 arp + NES and my Arcane still hits for more than Steady.
How do you explain that? Ofc i do have Imp arcane talent (there is really no point in comparing these two without this talent maxed).
Actually Zak, comparing the talent maxed is not helpful to the solution. Because the idea is that when your steady hits for more than the arcane (without the talent) then you benefit more by MOVING those 3 talent points into something else, and dropping arcane.
Again, I am not giving a hard number, but you have to take into consideration ALL factors, including where you could and should allocate points.
