I'm just wondering. Why are you stacking haste?
By getting crit, you can get haste from flurry, and windfury gives a flat 20% haste.
1. Haste has absolutely no effect on your spells. This makes it less valuable.
2. AP is far surperior because it affects your spells AND melee. It also enhances your spirit wolves attack, which is a big damage boost (especially with the glyph).
My advice:Aim for AP, not haste ;P

By crit capped, he means that the probability of a 100% uptime of flurry is big. Anything over 33.3% crit is theoretical enough, but having more just makes flurry uptime more likely.

You ARE getting confused by the terminology.
What you are asking, I think is: "What percentage does my crit need to be to ensure that Flurry has 100% uptime." If I'm not mistaken, if you have every available raid buff, this number is actually not altogether too high.
BUT, you shouldn't really be bothering yourself with that number. It comes naturally with gear (fwiw, my Flurry time has been about 98%+ for...months...so). You gem for Haste once you get the gear for it (251+ is a good policy) and especially if you have t10-4p bonus. You do not, under any circumstance, gem for crit.
There IS such a thing as a crit cap, which has been outlined above. That means that you literally have ZERO regular white hits. You only have: Crits, glancing blows and misses. It is more than theoretically possible to hit this point. Once you do, you may have to swap out some gems for HIT, since you want to decrease your number of white hit misses.

Flurry's uptime has diminishing returns. At 33% melee crit you're looking at over 85% uptime anyway. The remaining 67% melee crit (ignoring the crit cap) accounts for only 15% additional uptime. With any decent gear your Flurry uptime will be "enough" and the DPS increase crit gives you via increased Flurry uptime will be almost nothing. And no you can't get to 100% uptime without 100% crit, just close.

WFS is still one helluva trinket, partly because of the proc and partly because crit is still useful for us even at high gear-levels.

melee - 79%
abilities - 100%
The relative benefits of crit just get less and less.
