What is he talking about? Is he saying that our chances to dodge subsequent attacks drops for 8 seconds after a dodge? This is news to me. I have never heard about some hidden, internal dodge debuff that lowers your chance of another dodge for 8 seconds after dodge? Has anyone else?
From my personal experiences (as a healer and a tank) is that stam stacking tanks require constant heals (which most tanks are getting anyways) and that avoidance tanks do tend to take less damage over the same period of tanking.

You should only gem for hit/expertise if your threat is a major problem. Generally speaking, it shouldn't be.
Totally gonna also'd this post, but it's 100% true. Unless your DPS outgear you by a LOT threat should be a non-issue in most situations. Assuming both you and the rest of your raid know what they're doing (misdirect/tricks/not playing retarded/etc.), you shouldn't be wanting for more threat.
As far as the actual TOPIC goes; in a world where healers really don't have mana issues for the most part (read: they don't) and where tanks can easily get stomped in a few seconds (heavy avoidance or not, remember avoidance is very random), it's generally best to err on the side of the constant (health and, to a lesser degree since it only covers physical damage, armor over avoidance, as the former will help you 100% of the time and the latter only when the RNG gods favor you).
