Regarding potions and paladin mana, you're a bit off. Hashmel explained something very clearly and patiently earlier in the thread:
Paladin base mana is 4394
Blood Elf Paladins have 102 Intellect unbuffed.
Draenei Paladins have 99 Intellect unbuffed.
Dwarf Paladins have 97 Intellect unbuffed mana.
Human Paladins have 98 Intellect unbuffed.
Mark of the Wild grants 52 Intellect.
Arcane Intellect grants 60 Intellect.
Blessing of Kings increases raw stats by 10%.
(Intellect - 20) * 15 + 20 + Base Mana = Total Mana
Fully buffed-
Blood Elf Paladins will have 7,645 mana.
Draenei Paladins will have 7,595.5 mana.
Dwarf Paladins will have 7,562.5 mana.
Human Paladins will have 7,579 mana.
Around level 40, there are these two mana potions:
Greater Mana Potion
and
Superior Mana Potion
.
For reliable mana recovery via potions, 80 pallies should use the
Runic Mana Potion
. I'd do it even with
Mixology
.

So I googled and found out it doesn't effect over heals either. That just bites. So if a pally is over geared and dodges/blocks hits he will receive barely anything at all from SA but a heck more from BoS I'm assuming.
This probably would've been a contributing factor from your original post. Overhealing is actually worse for mana recovery because
1) Overheals don't go into SA;
2) Overheal crits create DA procs, thus resulting in even less damage done and less healing required for SA; and
3) DA procs get eaten up before PW:S (I believe? Not 100% sure) and as a result, Rapture doesn't feature.
Overgeared pallies should be fine because they can pull more mobs. Lesser geared pallies, in theory, should be fine because they will take more hits, resulting in more heals. But that, of course, gives you a lot more to do in order to keep their health up, and only if they take enough hits that it blows through your overpowered DA (up to 10k from DA, plus 5k from PW:S, right?).
If you're finding they want to rush and complaining about shields, ask them to swap into some DPS gear - pull goes faster, mana stays up, healer's not bored, everyone's happy.

No. No, no and no.
If they're so overgeared that they're blocking and dodging everything, then you can stop spamming overheals and help DPS instead. If your DPS happen to be overgeared as well, then cutting back on threat generation *will* cause them to aggro.
The optimal healer (pure min/maxing) for fast Heroic running with a Paladin tank is a cooperating Priest. Big, *big* pulls, mow down mobs with 3 AoE DPS'ers and Holy Nova. An ICC-geared tank doesn't even need a healer in a heroic like VH. So sit back and enjoy the ride, or help out as a 4th DPS. Spamming overheals as Disc only
makes things worse

i agree paly tanks that can't keep their mana up don't know how to properly play their class. the easiest way for them to do so is to just chain pull with
DP
up.

will continue to refresh their DP as long as they continue to hit mobs.
so if you get a paly complaining just tell them to keep pulling with DP up and don't stop. most likely they way overgear the content and forgot how to tank. BoS and DP should be their main sources of mana regen. and honestly my friends paly doesn't even rely on BoS because DP regens so much mana.
don't let the palies irritate you. just make a macro telling them to chain pull and keep DP up and if they can't even do that then they should just quit wow because tanking as a paly is already easy as it is.

Just tell them to put
Blessing of Sanctuary
on themself. Better than Kings for a pally tank.
Not going OOM > 10% agility.
And they should be using
Divine Plea
with almost 100% uptime.
If they can't do that on their own, remind them. If they're still going OOM after all that, tell them to quit WoW.

The cost is: depending on the quality of the dps, it could lead to them taking aggro from the tank.
edit: however consecrating only once and skipping avenger's shield probably wouldn't hurt and would save a good amount of mana.
This, sortof.
Less abilities used = less total DPS = slower run. The threat is just the gravy boat on top. Dropping Cons from a Paladin's lineup in the big heroic pulls wouldn't be a good idea though - it provides good AoE threat without worrying that you missed a couple while tab targetting.
Seriously, though. If you've got enough time and mana to spam overheals and
slow the run down
, you've got enough time to use something like Holy Nova or Mind Sear. Or hell, just wand. Anything to actually be producitve. Overhealing for the sake of it is counterproductive; even moreso if they're having mana problems as an issue and need to cut back on abilities.
