It doesn't affect the 5% healing he receives when a marked person dies. It may affect the healing he receives if your tanks fail at taunting, but I'm not sure.

yes, it should affect the healing from hitting a tank with rune up. however, if that's happening much, your tanks need to be taunting more quickly. run a combat log and see how much DBS is healing up during the fight.
arms may be better for you anyway since you're less likely to hit an add and pull initial agro on it, so it wouldn't be a bad idea.

If you have combat rogue in group composition thats not needed as they typically use Wound poison on their MH. Hunter specced for Aimed shot works as well.
