Which Tier 9 piece to avoid for Enhancement?

Unfortunately, this question can't be answered simply because you haven't provided an armory link.
- Do you need to reach the hit cap with t9?
- Do you need to reach the expertise cap with t9 gloves?
T9 ilvl 232 set
The head, leggings and shoulders all provide hit. Something you should keep in mind.
The pair of gloves is the only piece that give expertise, depending on whether you need it or not.
Without an armory page, we can't see what stats you're lacking. Therefore we can't answer your question.

Until you reach your hit and expertise caps, hit cap is the first priority, followed by expertise cap. As enhancement, the general rule of thumb is stop stacking hit when you reach the spell cap (dual wielding melee cap is much higher). When you consider typical raid buffs, etc, hit cap is then lowered a bit to accommodate the buffs.
From the EJ site:
Spells have a miss rate of 17% (16% for Draenei) against level 83 (Boss) targets, but this is lowered to 14% (13%) after raid buffs. Spell hit correspond to hit ratings as follows::
17% - 446
16% - 420
14% - 368
13% - 341
So if you are a drenei, your hit cap is 341 for raiding (~400-420 for heroics, assuming minimal buffs are available)
For Expertise, the cap is 140 to reach 25/25 (if you have chosen 3/3 points in Unleashed Rage in the talent tree).
Once those caps are achieved, there is a diminishing return when compared to more productive stats (crit, Attack Power, and haste, namely).
As an example, the T9 helm is very nice, but if you are already hit capped, there are other options, namely

If you're only new and grinding out the ilvl 232 piece, just get them all, it really doesn't matter.
There really isn't anything better till you hit ToC25 or ICC10/25, once you're into those raiding zones you'll have the option to switch out whichever piece you want depending on what loot you can get.

Just pure curiosity(spelled?) Which of the 2 helmets that was linked before would be better? ^_^ alos gearing my Enhance spec and the Helm of the Brooding Dragon seems better in raw stats but i think i read somewhere that Arp is not that good for Enhance because a big deal of our dmg comes from spells?

Of the two, the helm of the Brooding Dragon scores higher. However, it only drops in Onyxia 25-man, which has a raid lockout period that makes "farming" more difficult.
The other linked helm drops in Heroic FoS, which only has a 1-day lockout period, so you can run the instance every day till you get it. The same boss who drops the helm also drops

so you stand a decent chance to get something of benefit to your Enh shammy, though you will be rolling against any up-and coming hunters for the helm.
