While I don't have a specific answer for your question, I've found this tool to be tremendously useful when in a similar "which item" conundrum:

It is actually quite easy to use, and offers tremendous flexibility. Watch the youtube intro and you will have enough info to begin basic gear optimizations.

T9 isn't terribly well itemised and the 4-set isn't that strong either. Most of us would rather just get 2 pieces and go for haste in every other slot since we need so much of it to keep up with Druid/Priest AoE healing.
