With that being said the hit cap is 8% (263 rating untalented) as horde or 7% (230 rating untalented) as alliance.
The expertise soft cap is 6.5% (214 rating untalented)
The armor penetration cap is 100% go figure (1399 rating unmodified)
I suggest you memorize the percentage caps for each rather than the rating caps as rating caps can and will change depending on your
talent
distribution
,
stance
,
weapon
, and even
set bonus
but the percentage caps from the total of all of those and your ratings will be the same, this is true among all classes/specs for their desired caps.
This becomes useful once you're gear can no longer be upgraded and you've got enough rating to move a talent out of a relevant talent into one that will squeeze out some more dps or utility without falling below the required cap.

ArP > strength for arms due to the way ArP curves and arms' ability to start in the middle of the curve instead of the bottom like most physical classes/specs.
At 100% passive ArP it's of absolutely no further value to you so strength becomes your next priority.

first, you should go after a nice axe or polearm. the weapon bonus is much better.
second, i don't think i'd gem for armorpen at your gear level. your armorpen from gear alone is very low, so anytime your grim toll is NOT proc'd (most of the time), you would gain more dps from strength gems.
