Hmm...you know I'm not sure about this? I'm honestly not sure how much programming effort this would take on the back end.

Well, from an implementation stand-point, not much. You simply need to store the needed information (bg-color, picture, etc.) and inject that into the page as you build the html after you load the base css, thus overwriting the defaults with the user chosen ones. From a practical stand-point, however, there's probably quite a bit more involved (adding the extra database tables, managing a secure method of storing the image files, etc.)
