I personaly got 22.5k hp by going to the AH with 1000g. even had to buy a lv 73 green one-hander.

Do some non-heroic dungeons to start collecting stuff. Search for gear with Stam and Defense that drops from non-heroic dungeons. As soon as I had dinged 80, I had roughly 20k health before buffs. With a decent healer and at least 535 Defense, it's entirely possible to tank heroics. No clue exactly what gear you have, but just glancing over the gear Yakra suggests, you should be fine if you have some of the BoE gear and stuff that drops from regular dungeons.

I guess times may be different now, since I hit level 80 just about the same time everyone else was hitting level 80 when WotLK was released. I did my homework, got crafted and rep gear, and had no problems tanking heroics. These days everyone expects everyone else to be way overgeared.
Find a competent healer. Gather a group and tell them that you are just starting out and actually need the gear from heroics. Most people will understand.
Other than that, get the three titansteel items, the two dauntless items, and the remaining tempered saronite items. As long as you are at 535 defense you should be fine, even if you only have 20-22k health. If you don't want to splurge on epic gems (and you probably shouldn't), you should still be able to pickup older Sky Sapphires for cheap. On my server uncut epic gems are down to about 100g each, and uncut rares are down in the 15g range.
Run heroic VH for the epic legs. Run AN for the Essence of Gossamer trinket and epic belt. Give regular ToC a go, you can usually find groups farming that. Reg ToC has a DPS cloak, chest, gloves, belt, helm, ring, and trinket as well as Tanking boots, belt, legs, gloves, and trinket. If you are doing Crusader dailies and getting Seals, you can buy a tanking weapon that is about equivalent to the Red Sword that drops in heroic UP.
The gear is out there, and you should be able to get it.

I dinged 80 not too long ago. I'm still not fully geared, but I am close. I have 24.5K HP, Def of 526, and I still haven't enchanted a single piece of gear (I'm having a friend DE a bunch of greens I found so hopefully I'll be enchanted and able to tank places soon). Rep Gear is great, and getting titansteel helm, treads and shieldwall go a LOOONG way. Also, Teladrassil Protector is a GREAT weapon and not too hard to get.
Edit: Spent less than 1K on AH... mostly to buy mats for the titansteel stuff

best advice i can give you as a tank is whether you do heroics or raid to find yourself a good healer and become best friends, once you begin raiding your 2nd best friend should be an offtank to your main tank or a main tank to your offtank and naturally their best friend should be their healer
your new best friend can heal for your reg/heroic dungeons and compensate for what you lack in gear (skill?) so you're no longer lacking and together you fill the 2 most desired roles in a group making it quicker and easier to fill groups and get a run underway
a good tank can compensate for a poor healer
a good healer can compensate for a poor tank
a good tank and healer can compensate for poor dps
a good dps can't really compensate for anything but a poor dps

Nobody runs normals anymore, so that's a problem.
The only exception is ToC and that is what you should aim for.
Do it as dps and you should be fine and can pick up tanking pieces(and dps) as you go.
My advice is to not spend too much on gear, as 3.3 is not that far away(probably next week or the week after). The normal dungeons that it brings will drop iLevel 219 gear, which is better than most of the crafted iLevel 200 stuff you can buy at the AH.
Not to mention that people will actually be running normal dungeons again...

i agree with people becoming lazy in heroics anymore (and i admit i can be lazy too sometimes).
best advice i can give you is try and find a casual/leveling guild. if you don't like the people in it, leave and look for another.
hopefully eventually you'll find one with people you enjoying hanging out with. from there ask if they'll go do some heroics with you. explain to them that you're new to tanking and need both the gear and the experience to help you out.
i was very lucky after dinging 80. i had a great guild with alot of friends who were willing to put up with me as i learned what i was doing, and geared up.
once you do find a group of people you have fun running with. . .gear wont take too long.

that's actually a lie, we were 3 dps and a tank who killed a boss in a hc the other day in like 20 sec, no way a tank can die that fast, he barely lost any health :P
So imo even a good dps can do ALOT for a group
If the DPS is decent enough, you can leave the healer home.
