Some thoughts...
- Moving Improved Blink and ABarr up the tree doesn't make Arcane more viable, it just makes the other trees easier to get these abilities. :)
- Not sure why you changed Arcane Meditation's effect to Student of the Mind
- Arcane Med seems a tad overpowered for PVP.
- You cannot see anyone while Invisible, so not seeing the point of Prismatic Cloak.
- Arcane Shielding mana cost reduction is nice ... might be a bit OP for PVE fights like patchwork. But you do know the raid wide damage buff is going to be in Arcane Empowerment come 3.3, right?
- Why did heck did you remove the POM and AP? I thought you're trying to make Arcane do more damage?
- Feedback is way OP. With a good crit chance, all your spells costs no mana.

However, from what I've heard, arcane's dps pales in comparison to fire's in a PVE scenario. (And if it doesn't, or if arcane even surpasses fire in DPS, then I'll... Probably look like an idiot).
Arcane is the top raiding specc at the moment, so whoever told you this, was wrong. Or do you mean PvP?...

I'm confused, are you guys talking about PvE or PvP? Because I'm pretty sure the title says PvE in it, and he mentions PvE quite a few times in the original post. Oh, and by the way, Arcane is better than Fire at the moment, and it looks like it's gonna stay like that for a while, plus, a buff for Arcane Mages is coming in 3.3 which'll have you doing 3% more DPS constantly (Pretty much) with Arcane Empowerment. Fire as far as I know is getting some reductions towards spell mana costs.

Prismatic Cloak is important for PvP because it not only reduces damage taken by 6%, but most importantly makes you go invisible instantly, making it an instant escape button. Invisibility is one of the most important mage PvP abilities.
I was responding to the OP's made up Arcane Tree. In it, he changed Prismatic Cloak to do something in the effect of "Any spell cast while invisible has a 100% crit chance", hence my comment.
