It also depends on your tactics. When I'm in a 25-man, all my spells are Rejuvenation and Wild Growth, so LS doesn't do anything for me there. LS is good in 5-man content, and when 3.3 comes out, you will probably do a lot of 5-man content in the new dungeons, so I would probably say LS could be to your benefit, as you'll be doing more regrowths and nourishes.

really. depends on your role as a resto druid. for me i have it, because who knows what my healing assignment will be. im usually healing the tank in phase 3 of 25 Anub while the other 5 healers take care of the raid (1 for each group), and it really comes in use for your tank healing.

not a bad build, i take it you're primarily raid heals?
would suggest moving 1 from subtlety to tranquil spirit simply because a 2% mana reduction on some (as a raid healer) seldom used spells is still better than 10% more threat reduction when you'll already be in the last 2-3 on the threat meters but it's so negligable it doesn't matter either way
this is my very brief overview of resto speccing
Tree
11/0/52+8
is the basic blueprint for a good tree
if you primarily tank heal invest in nature's grace and living seed
if you primarily raid heal invest in revitalize
invest the rest in living seed, nature's grace, imp tranq, or revitalize based on preference
Glyphs
Swiftmend
is a must
Nourish:
for tank heals
Wild Growth:
for raid heals
Rejuvenation:
is great for both raid or tank heals
Innervate:
if you're mana regen is questionable, can't heal without mana
Lifebloom:
is decent for both raid or tank heals as well
not a personal fan of CF, as i see it if you have NG then your nourishes should already be hitting ~1 sec casts and if you're raid healing NG is near useless and it in essense turns CF into a 7 point talent for 3% haste
not bashing CF, just elaborating on my exclusion of it in my brief resto talent overview but it's a viable option

Uh, why not just use Grid and GridStatusRaidIcons to eliminate 2 of the 5 healers healing groups and either throw in DPS or have those 2 healers help out with tank healing. You only need healers to heal Penetrating Cold and 3 healers can cover that. They have 3 seconds between PC's to heal which is enough time for each healer to take 2 assigned people.
because our raid actually sits at ~5-10% hp throughout the whole of phase3. and going off healing other people will just kill them. defeating the purpose for another dps. Anub already dies b4 heroism wears off.....
