you don't have shredding attacks which reduces shred by nearly 1/3 energy cost, 60 down to 42
nor do you have OoC (this one i understand as you opted for berserk)
genericusername brought up a good point macroing tiger's fury to rake as rake is in such a position in the "rotation" for the energy return to always be needed (unless your running through multiple mobs slapping rake on them all)

if your intention is to obliterate someone in a single attempt in pvp popping berserk will allow for a much greater use of shred as it halves the energy cost of all your abilities (FB will still consume the extra energy though)
i'd try something along the lines of

for a 70 pvp cat and use my next 2 talent points at 72 to get OoC

Properly talented and set up (e.g. mangle and a bleed on target) shred is very powerful. With no set up, mangle is stronger. If you can get a pounce-mangle-shred combo in solo, you're likely to get a lot of damage while the target is stunned.
In PvP, shred is more powerful than it is in soloing. Reason? It can't be dodged or parried by a player. So you wont waste energy on a mangle that gets dodged, blocked, or parried. You just have to know how to move - strafing or doing jump-turns are real helpful here (as are stuns).
In raids, its definitely worth it, once you've got your other abilities up.

I suggest you (or anyone) get an addon like
DrDamage
.
With it, you can see information like: (Okay, it's cropped sections from two screenshots, you can't see info for 2 abilities simultaneously, but...)

It really helps you make informed decisions on what abilities to use. (the yellow numbers, 29 and 16, on my icons, are damage-per-energy)
At the time of this shot I was at 1/3 Imp. Mangle, and 0/2 Shredding Attacks.
If I had 2/2

, instead of being 965(avg damage)/60(energy cost)=16.1 DpE, it would be 965/42=22.97 DpE. Still worse than Mangle.
The numbers for you, depending on level and gear, will change. But I suspect that Mangle will always beat Shred while leveling.
Something to note about Shred is that you do need to be behind. IF you have 2/2 Shredding Attacks and 2/2 Brutal Impact, you can get 2 shreds off per battle. If you add King of the Jungle, that's probably 3.
Mangle doesn't have that requirement.

but in situations where you can get behind and the mob isnt gonna die REALLY FAST:
Shred
= buffed by the mangle debuff
Rend & Tear
= 20% more damage from shred when a bleed is up.

the only downside of shred while leveling is the positioning requirement which mandates that you stealth+pounce limiting you to 1 mob per ~10 secs while you wait on prowl to come off cd which if you're speeding along may be a hindrance
later on as a cat i preferred just popping dash and running through a bunch of mobs slapping rake on em all as i ran by then swiping them all down, more entertaining then waiting ~6-7 secs for prowl just to rape a single mob in ~3-4 secs

Yeah, but if you do a pounce-shred combo, you take virtually no damage. Limits downtime significantly.
