I don't think there is addons that track all quests, but I've seen addons that track every quest you've done while you've had that addon, tho.

Prior to 3.3, you would've had to had a program such as Everyquest installed before you even started the character in order to be able to track every one that you turned in. Even then, the system would be buggy due to not being able to determine the difference between races/classes/etc., so you'd have to manually check things off as completed to have them count.
With the new addition of the QueryQuestsCompleted(); call, I wouldn't be surprised if a bunch of addons were introduced to track these (almost assuredly the big ones like QuestHelper & Carbonite will get them thrown in too).

Until 3.3, your best bet is to just turn on "Low level quest tracking" and go everywhere looking for "!" on your minimap.
Also, look at the List of
Quest giving items
and filter it for the level range you want to work on, and go kill the appropriate mobs to get them.
