duel wielding fast tank weapons is probably bad for threat but since you're not talking about a threat problem your gear is fine and it can probably be chalked up to slack healing since that encounter is really very easy these days and with decent healers a reasonably geared tank can solo tank the whole room.
that said, you can help with sensible use of cooldowns. his nova has a minute cooldown and so does your AMS etc.

Emalon is relatively easy. If a DK is getting crushed, and I have gotten demolished by the guy on one or two occasions (considering I have Uld10/25 tank gear it can happen), than generally it's due to the fact that you aren't managing your cooldowns. You have time your AMS/IBT/UBA and any other mitigation you can to balance out the damage he deals. Frost is now a cooldown based tank spec. You are going to have to live with it.
On final thing, You made a huge mistake in your spec. No imp frost presence? That is an absolute must for Frost tanks. So is Imp Icy Touch, reduction of speed of tanks and increasing mitigation to an already seriously gimped tank spec. Do me a favor and get rid of chill Blains and Bladed armor (both suck for tanking) and put points in some talents that will help you in tanking. If you have threat issues get Offensive weapons, and toss in some gems for defense, stam stacking is okay, but with imp frost presence you will gain health and be able to move your gems to help out.
Editor's note: Forgot to answer your questions.
1. Dealing with spike damage - Getting imp frost presence will help out a lot, and manage your cooldowns, AMS during the AOE. IBT and UBA one right after the other, but not during the aoe phase.
2. Emalon deals spike damage as is, because of his slow swing timer. However, most healers are not used to DK's spikey damage so are not prepared to actually work to heal. DK's are like every other class was in TBC (well except druids)
3. Dealing with the unpredictability - Get two healers assigned to you (preferrably one is a paladin or priest). Get a healer that you trust and run with him everywhere. This helps out immensely

Okay, let me see if I can get this correct, You don't want 2 percent additional mitigation, and you are complaining about taking damage? I don't understand your problem then. Your link to your gear also presents your spec and glyphs, I checked your spec. Imp FP is essential for frost tanking if you don't take it you gimp yourself and your healers have an excuse.
I meant Endless winter and deathchill those are pvp talents.

i don't see any viable tanking talents that i can get from exchanging
bladed armor, lichborne, acclimation, endless winter and death chill ( some of them are helpful for threat )
and yeah i know about improved presence, but its my "gimped" preferable spec for now :))
I would really recommend against DW tanking, but if you continue to do so, at least use slow weapons. If you can't farm Broken Promise from 25 Naxx (which is a pain no doubt), then use a slow DPS weapon in your main hand and make up for the lack of defense elsewhere.
I can farm, but it is a big waste of time for loot that really dont change anything.
DW tanking is viable even with fast weapons. There isn't a parry gib factor on emalon so he is fine. However, Arikari, I am not sure what you are looking for here. You came on complaining you were getting crushed, you were told by several people that a portion of the issue is your "preferred" spec. You didn't like the answer so you want another one. There isn't another one, you are putting your healers in a bad position. You are the reason you are getting crushed.
I know what you are looking for, you want everyone to say, "Oh it's the healers they dont' know how to heal a dk tank." In most cases, this is true, but just about every comment to you has been. Learn to manage your cooldowns, and learn to spec as a tank. Frankly, if you are looking for someone to massage your ego and blame someone else than you came to the wrong place.
