I know that neither of them are anything close to what you would call a gaming PC, but I just want to know which would be the more functional for WoW.
1. 1.7GHz PC, 1GB RAM, 256 Nvidia 6 series video card or
2. 3.0GHz PC, 512 RAM, on board 3d video
As a side note, WoW does in fact run on PC #1 and is playable at about 50FPS in non populated areas, 30FPS in average areas, and in very congested areas like Dalaran, about 10FPS.
I am not sure about PC 2, but someone will sell it to me for $100.

The 1.7Ghz is probably a P4 1.7Ghz CPU, NOT a multi-core CPU. The benefit that machine #1 has is more RAM and a much better video card. Either way the video quality and performance can't be all that good with either machine. I would recommend saving up until you can afford a better system.

If you are looking to buy in store your only choices are BestBuy and Fry's Electronics pretty much. Maybe Walmart too, but I don't like to buy any computer in store. You don't get any customization. The sales guy probably doesn't know a whole lot about computers. He will just say a computer is good for gaming to make the sale. (They get a commission for each computer sold.)
I guess there might be a local computer shop that sells them. In my city those stores tend to go belly-up every few years. Not enough population to support them I guess.

I'm gonna go out on a limb here and guess that PC1 is your current PC. If that is the case then see if the RAM and graphics card are compatible with PC2. If they are, then go ahead and buy PC2 and add the RAM and graphics card to the new PC.
