My question is what am I doing wrong? I can't seem to heal Regular ToC. I can heal heroics just fine no problems, but when it comes to ToC I just have problems.
Yes I know I have a hit rating ring, yes i know my trinkets are horible, yes I know my belt doesn't have a belt buckle, and yes I know both my belt and chest suck, But anything but that, what can I change?

Its my mana, i guess i should of said that. But i seem to go oom the 2nd and 3rd phase. Any tips on how to conserve mana?

LOL, I have same exact problem. I can easily heal any Heroic but not reg toc, and I have same sp and mana as you

Don't gem sp, int is better
Don't enchant bracers with SP, int is much better
Int to weapon is also pretty much better
mana to chest is silly stats works out better once you factor in talents and kings (did i mention you also get crit then)

GET RID OF SEAL OF LIGHT GLYPH NOW (this is not pvp)

Finally consider droping Fol glyph (its pretty much #$%^) for divinity and you can then LoH yourself for 7.6k mana which is nothing to scoff at looking at your tiny mana pool.
If you still can't heal it after all those changes reroll or /facedesk.

It's not just you that might be making the fight hard, but everyone needs to know the basics of this fight on normal, let alone the heroic... If the dps and your tank are not avoiding the ghouls when they explode then they re gonna have trouble and need a lot more healing. Also they, and you, should look out for the grey AoE he does on the ground and move out cause it ticks for a lot.
Also, when you see debuffs on your party remove the Immediately. I can't stress how important that is. Those diseases tick for craploads of damage. If you neglect them for a few seconds you re going to have to heal really hard making your mana problems worse.
On Phase 3 you have to cast HolyLight, so make sure you have gotten some mana back. Your FoLs are probably not gonna do the job as people suggest because you are not geared enough. The way to have mana for part3 is - as people have pointed out - to use SealofWisdom (glyphed) and judge mobs on CD if people are not dying. It will return lots of mana that you are struggling with. If you still have mana issues, save Divine Illumination for P3 and use it as soon as P3 is about to start to shave the cost off those HLs you ll be using
Obviously you are Beaconing the tank and maybe SacredShield a dps or the tank. Do NOT use Hand of Protection on people getting low at P3. It only shields them from physical damage and P3 is purely spell damage. And you want to use Conc Aura to avoid getting casting pushbacks. You could also use Shadow resist aura if casting pushbacks is not a big issue.
You just need to learn how to use your abilities "more better" :P

Pop avenging wrath followed by divine plea if you expect a heated situation. The key is to use it just before things get bad to give your mana pool a buffer while not hurting your healing too badly.
Also, if you're group mates are getting ghoul exploded then there's not much you can do and it'll likely lead to a wipe.
If you have grid/clique or healbot cleanse the BKs dots on the main tank. This reduces damage by a lot
During Phase 3, put up Frost Aura or Shadow Aura. if you have a priest/shaman/paladin in the group, have them put up the resist that you don't put up. (So if you're with a shaman and they have frost totem up, you put shadow aura up).
