I currently have a new villian idea in the works, looking for some advice:
Night elf druid of the pack who was trapped in the emerald dream at the end of the Satyr wars. He was then corroupted by the Nightmare and driven insane before being released from the emerald dream by some means.
Still not sure if he would serve the old gods or just himself... The Dragons of the nightmare just seemed insane.

The Nightmare Dragons served the Nightmare Lord/the Old God behind it. As for the idea; so one of Alpha's servants, but one who somehow broke free of the control he had over them all due to him being the Alpha? Remember, all the Druids of the Pack were already insane once they underwent the Worgen transformation. Also, the Nightmare only started showing up in the Dream about 2 years before the start of Vanilla.

And even in vanilla, weren't more worgens being summoned in places such as Duskwood?

Those were completely feral ones, freed from the spell without the mind of the druid actively working to keep them intelligent, and summoned due to the Scythe of Elune moving through Duskwood. And no, the Nightmare couldn't have; Remulos stands against the Nightmare in Stormrage, and Cenarius assisted Malfurion in creating the original prison.

So the prison was within the emerald dream and couldn't be reached by the nightmare, but COULD be reached by the summoning spells?

The Scythe of Elune was part of the Prison spell which was the main thing used to summon them to Azeroth again, and Argual just had pure dumb luck that let him pull out a few from within the prison spell. And the few intelligent worgen before the arrival of the Gilneans and the return of Alpha and his pack, were those created through the experiments of Argual.
