What should I upgrade next ?

Hi there.

I just starting gearing up my Paladin for Prot, and I could use a little help.

What would be the best upgrades for me to get, considering:

1. I don't do ToCG10/25
2. I am pretty poor

My own plan was to farm http://www.wowhead.com/?item=47216, and upgrade my shoulders next.
Alas, I cannot figure out if I should buy http://www.wowhead.com/?item=48661 or http://www.wowhead.com/?item=47699 :/

Some helpfull advice would be much appreciated :)

Blue gems in purple gear is the biggest gear gap you have right now.
