FPS gone wild.

I have no idea why, but ever since this Monday my FPS has been going from its high 90's to a crippling 4 for around 20 minutes and then shoot right back up. Over and over again. I'm completely, utterly clueless as to what I should do to fix the problem.
Help me out? PLEASE?

It happens with no other programs running, and to my knowledge no additional software was added to my comp. since this pain in the arse began. I've already done a virus scan and turned up squat.

Check that you don't have power saving mode active. (If you're using Vista) I had accidentally changed it once so it restricted the CPU usage.

If you have any anti-virus software installed, there's a chance that it did an "auto-scan" without your knowledge (I know mine always seems to pick the
worst
times to decide to run one! :)) If/when it happens again, note what time it is. Then when you get a chance, look over your AV scan logs to see if the time matches.
What jh443 said is probably right. I used to have McCaffee (is that how it's spelt?) anti-virus software, and occasionally my computer would slow down. I pressed ctrl+alt+del, went to processes, and found the process that was eating the most CPU power and it was a process called something like, "MC_script_in_use". Every time my computer slowed down I knew it was my anti-virus, so one day I got tired of it and uninstalled it. Now I

recommend doing this, obviously, but it worked for me and I haven't had a single virus since.

Instead of uninstalling it if its anti-virus, try configuring it correctly. Novel idea I know.
Make sure your GPU and CPU fans are running well as well.

if it's an nvidia card, check your fan speed.
ALL
modern nVidia cards have really &*!@ty default fan settings. For example, my 8800GT is set to run at 29% fan speed until it hits 90 degrees Celsius stock. That's just stupid. Invest in the time needed to set up dynamic fan profiles in a monitoring software like riva-tuner.

Under Processes in task manager, watch for svchost.exe. There's nothing you can do about it when it's running because they are for critical system services, but at least you know what is causing it. I noticed this more with XP than Vista that I have now, but it still happens in Vista occasionally. The process attempts to run in the background by using less resources, but this just extends the choppiness in games. If it becomes a bother, I exit the game and let the computer idle for a few minutes. The process will use more resources but end a lot quicker.
