Even before Lich King, level 70's were able to do non-heroic level 70 instances offspec with the proper gear, so it depends on your gear.
Are you close at all to affording dual spec?

You can't expect to keep up with heals in any raid instance, but I've had to quickly revert to healing as an Enh Shaman during a couple of Heroics with minor success (beginner priest who couldn't stop dying -.-).
If you really want to heal, dual-spec into Resto. Otherwise, nobody will take a dual-wielding Shaman in to heal unless they absolutely have to (or maybe Direbrew I guess...never need a healer for that guy though, lol).

probably around like 60 really is when you should not offer to heal an instance, it just gets too hard due to mobs hitting harder and low rank of heals.
But i will throw this out because it is my favorite story lol =P
This one time in guild OS 10 few weeks ago, we wanted to do a quickie. pugged 1 healer and the rest DPS/tank, me being the only hybrid, but we didnt pay attention to that composition. Our healer pulled a leeroy on us and left, vent was like oh sh!t! blahh blahh. long story short... i ended up healing as Enhancement using instant healing waves, and shammy rage and we lived too about 10% then tank died.. was an epic moment

I could afford dual spec, I'm just not sure if its worth the money at the level I'm at. Like I said I'm 50, so heroics isn't an issue. Thanks for thoughts though. The main reason I started a shammy was I wanted to try my hand at healing..I was just wondering what a good time to invest 1k g was..
After you've picked up Flying & Epic Flying, IMO. Otherwise, just pay for a re-spec until then.

Entirely doable as a full enhancement spec. You need full resto gear though.
Dualwield a caster weapon and the weapon with the most haste/crit you can find for an offhand. Put earthliving weapon on both of them.
Autoattack mobs IF it's safe for you to do so (i.e. don't do it on mobs that cleave, whirlwind, etc), and cast chain heal on the tank whenever he needs healing. It should bounce to your melee group members, which is where most of the damage in most 5-mans goes.
I healed my way through instances all the way up to 80. Most groups didn't know I wasn't resto until I popped wolves for lulz on the last boss of the instance.
My favorite was recently though. On Koralyon, I had forgotten to respec my offspec back to resto and needed to heal a VoA25. Just threw on my resto gear and chainhealed away. Outhealed most of the specced healers >_>
Because enhance gets 30% int as spellpower (100% int as AP, 30% AP as spellpower), it gets a very large amount of spellpower. In my resto gear I have about 3000 spellpower unbuffed as enhance, and with full raidbuffs it goes over 4k, which is insane and makes up for the lack of speccing into Chain heal entirely.
TL;DR: quite doable. Just know your limits, and enjoy shaman rage ensuring you're an impossible to oom healer.

Right now.
You will have to get dual spec anyway eventually. What's the point in waiting and wasting gold on respec when you could just as well get dual spec now? In the long run there just is no way to save the money, might as well get it done now and enjoy the benefits (proper heals in instances).
As soon as I got the money for dual spec I also switched my main spec to Elemental. Makes it much easier to have healing gear in instances.

Who says? Just because it's an option that is definitely recommended in the long run, there's no mandate that says you need to have an off-spec.

As I said, with the amount of gold you'd need to spend on activating dual-spec, glyphs, and gear (not that you need to buy ALL of it, but a good amount), Flight / Epic Flight is a far better investment. You aren't going to find too many groups that are going to want to run low-level instances, plus the fact that if you DO decide to dual-spec, you need to have the proper equipment for that off-spec or else you're going to be wasting both your time and the people you're trying to help.
If you are currently leveling as Elemental, you should have the right specs to off-heal for the time being. The only real abilities you are missing (aside from STRONGER heals) is Riptide, Earth Shield, and Cleanse. You won't do fantastic, but you should be able to keep up with just about anything until you hit 80.

UMmm....I'd save the gold to buy the northrend cold flying book + epic flying (if you have another 80 to buy the cold weather flying book) so you can start flying in Northrend at 68. This will make your life 1000000x easier to level. If you cant do that, I guess u can dual spec.
Non specialized healing will be needed once you are doing heroics or harder instances in Northrend. Typically you need a set of healing gear. But it's kinda different for shaman because you only have two main healing, HW and LHW, Other classes might be ok, like priestes and druids. You have CH, but that cost more mana so as Enh you might run out of mana so fast. Spamming that will empty your mana pool fast, plus, untalented, CH will have such a long cast time.
