Gem Hit until you hit the spell hit cap, then expertise to the cap, and finally attack power. Don't gem agi. You need A LOT of hit rating to do this, and don't expect it to come all at once, but do try to gem and enchant for it as much as you can. As your gear gets better, you'll be able to move onto other stats.
Another thing to note is you gear, you've got quite a bit or ArmPen on it. ArmPen isn't a great start for shammy, so when you can try to move away from it. Mind this isn't always possible as sometime you've just got to take what comes (I had the same problem).
And yes I would kick you. Not because of the gear, but as your talent spec is messed up. You've skip some of the best talents and taken sub par ones. Move over to a spec like
this

I'd also question you lack of enchants on the gear.
Best thing to do if you want to raid as Enha is to go and read the
article on Elitist Jerks
. It's got everything you need to know in it. Some of the gear noted is a little out of date, but everything else is sound.

Well when your hit is bad you obviously gem for hit ;)
Try this:

At your level and with the lack of gold I'd suggest gemming only green northrend gems (e.g. Sun Crystal). On my server they cost like 1g to 2g a piece. Saves tons of gold and you can start getting better / expensive gems once your get some serious gear going.

First, do yourself a favor and avoid putting ANY gems into any item below ilvl 200. It's simply not worth your time or money to invest in things you would and should replace as quickly as possible.
Second, your best option at this point if you don't have a guild to run you through 5-mans is to start grinding rep like crazy for the factions in Northrend. Sons of Hodir should be your top priority for the Shoulder enchants as well as the decent belt & weapons (though you seem fine there with your Titansteel), followed by Argent Crusade for their Mail Chest. You should also be doing the Argent Tournament for lots of easy gold and halfway-decent gear to cover you until you've got a steady game going.
Last, but not least, is this: gem for pure Hit and nothing else until your gear starts to cover for you. As long as you can stay hovering at the hit cap, that's when you start replacing gems for Expertise. Nothing else should matter until these are covered. Avoid Epic gems (unless you're a JC) until you are at least in Ulduar-level gear. Anything prior to that is just a waste of gold.
