Expertise is amazing for leveling because you're facing the mobs, so like tanks, it's a double-whammy. Just remember the caps are a lot lower for equal level mobs.

Cap for Hit first... 420 is the mark for Alliance.. and uhh.. i think 460? for Horde.. its 17%.
Typically you will get majority of your expertise through tier gers we actually need. I believe it is 26 expertise with Unleashed Rage which is 140 rating..

You won't find too much high-end expertise or hit rating in your gear itself until you get into Raiding/Tier gear, so you need to make up the differences in gemming/enchants. There's no point in doing massive damage if you can't even hit what you're going after in the first place.
The Typical Order of Importance: Hit Rating > Expertise > AP > Crit > All Others > Spirit

Pre-80, there isn't great itemization for hit or expertise and honestly, your dps isn't that important. Note that hit and expertise caps are when compared to a level 83 raid boss. If you're mostly fighting same level or lower level mobs, it becomes less important. If you look around Rawr, you'll notice that the suggestions are based around the assumption that you're fighting a raid boss.
Long story short, just stack AP and agi until 80, then worry about raiding DPS.

One could argue until you hit 80, you shouldn't even bother wasting gold on gems/enchants as well. Personally, I'd just say skip on that kinda stuff until you hit 77 when you can start running instances on normal. Until then, just keep stacking the gear with proper "melee stats" over "caster stats" and you'll do fine.
