This is probably redundant, but whatever. Enh shaman use three weapon types: axe, mace, and fist. Orc shaman will likely use axe or fist, because of the Expertise bonus they get (although if they have access to a superior mace, the Expertise will not necessarily be a deciding factor). The three other shaman races have no weapon spec racials, so there's no inherent advantage between the weapons. (Dwarf shaman will probably gravitate toward maces, assuming Mace spec stays the same in Cata.)
An Enh shaman will also use slow weapons exclusively. 2.6 is frequently cited as the best speed, largely because it is the speed of a very large percentage of end game slow weapons. Slower is better, faster worse. Before 3.1, fast off-hands were viable (meaning that daggers were also useful for Enh) and in fact gave the best DPS, but changes to Flametongue Weapon in 3.1 eliminated the only advantage fast OHs had, and they are dead. (I still occasionally see fast OHs on shamans, but they're just woefully behind the times. Pity them.)
There was a time when 2H weapons were quite dominate for shamans, particularly in PvP. There are some who insist that two-handers can still be used in PvP, but most agree that a couple lucky WF crits do not make up for the major shortcomings of 2H use.
TLDR: Maces, axes, and fists. Slow.
