1H+Shield or Staff for Elemental?

I don't know what I should use, should I go with using a Shield for defense or should I use staff for power but lose my protection?

Don't think of shields as protection (unless you're in PvP). Think of it as an off-hand stat stick that you can put enchants on.
The answer is "whatever has the best total stats with enchants."
In general Staves will be itemized more towards other caster types, and are more heavy on Attributes (like more INT). 1h weapons of the same level will have the same spellpower as a staff, but will be lower on attribute stats.

Easy solution,
Mace SP + 63 + Shield SP = X
Staff SP + 81 = Y
X > Y Choose X
Y > X Choose Y
For the most part anything you choose will have either hate or crit and depending on which you need more of if the staff has other stuff you want on it the Spell Power will be the thing you'll benefit from the most probably.
Also in PVE, having a couple thousand armor against a boss that's going to just crit you for 30k anyways doesn't really matter.

Yea, Im thinking there are more than 1 staff in the game itemized perfectly good for an ele shaman, but still it looks silly on a shaman.
I guess my 2 cents would be - whichever has the best overall stats for your liking mr. OP.
