Arms is designed to use a single twohanded weapon. If you use a shield, you will take much longer to kill a mob, which lets it attack you for a longer time. So ironically, using a shield means you take more damage overall. Swap to a twohander and you should be okay.
Arms is, by the way, mostly about dealing damage. There are a few survivability talents here and there, but it is nowhere near protection (especially because protection spec actually works when wearing a shield).

, though you will have to swap into berserker stance for it (whereas an arms warrior will usually be in battle stance). Other than that, you can also get the talent
Unrelenting Assault
which lets you reduce spelldamage by half with overpower. It's not as good as a real interrupt though.

At level 71 your talents could look something like
this
. You would basically fight by charging in, putting up rend, and then doing whichever of execute, overpower or mortal strike that is available. Bladestorm obviously a great ability when you face multiple mobs, as well as sweeping strikes.
