Q: Will I need the expansion to be able to experience the Cataclysm changes?
A:
When the Cataclysm occurs, it will occur for all players, whether they have purchased the expansion or not--you will no longer be to play in the original version of Kalimdor or the Eastern Kingdoms. However, certain features such as the new zones, new races, and new level cap will only be accessible to players who purchase the expansion.

No. Remember in WotLK how they'd phase NPC's? Like you'd leave an area and when you came back everything would be different, a la the DK opener quests when the ground beneath the Ebon Hold would be all on fire....
They plan on doing that to whole ZONES.
No this is wrong.
Taken from the
Cataclysm FAQ
:

Seriously, most of the questions people have been asking about can be answered in that FAQ.
Well, that is the point of an FAQ I suppose..
*EDIT* hezec beat me to it :)
