Is there a better way, as in faster, or one that doesn't require lots of running around to grind the reputation for the capital cities.

Do the starter quests for all the races. That will generally get you almost exalted (except for the gnomes). Cloth hand-ins is required to top the rest off.
Or, as Clydtsdk said, go to the Argent Tournament. Just doing the daily quests with each city should get you to exalted.

Does reputation earned towards a certain city really give some to others as well?
I've tried doing the starting quests, and it only got me through 1/2 of revered :(

well, the Draenei give rep to the others as you complete quests in their zones, i remember levelling my alliance shaman and by the time i finished the 1-10 and the 10-20 zones, i was honored in all the alliance factions.
My Shaman is exalted with Draenei, Stormwind, Night Elf, the only ones left are the crap dwarf and gnome zones....i HATE those zones.

Just did this on my 60 Druid, so you don't need Argent Tournament dailies.
Do all the starter quests first. They are easy to do at a high level.
Do all the cloth turn-ins, you don't need to do the repeatable runecloth ones.
Quest in Darkshore and Ashenvale. There are a lot of quests with spill over rep for Gnomeregan, Ironforge, and Exodar there. They also give yo the rep you need with Darnassus.
I would also suggest questing in Westfall and Redridge even if you are exalted with Stormwind, there are a lot quests with spill over rep. Wetlands also has quite a bit of quests with spill over rep.
Make sure yo have the Lightheaded add-on. When you accept a quest check it and see the reputation you can get from it. Some quests don't have reputation gains. But also be warned, it can be wrong sometimes.
There are a lot of dungeon quests that give 250+ rep with all factions. Make sure you do these.
And you can do runecloth turn-ins, but that can be expensive, or time consuming if you're farming the runecloth yourself.
Also look at the reputation pages here on Wowhead. Look at the quests and you can see what ones give you rep and how much they give, so make sure you do all the big ones.
So if you're asking if there is an easy way, it's probably just oing the Argent Tournament dailies.
(But I think that's cheating, and I pride myself on doing it the "right" way.)
