I picked up Skinning early and whenever I needed to train weapon skills,
I'd go to low-level Beasts and get my WS up while earning leather and skinning.
That's a way you can make money while leveling your WS up I guess...

Well no one has mentioned this yet so i'm gonna say it....
Use the fastest attack speed version of that wep you can find, trying to level up on a 3.00+ speed wep will take ages!
Also if you're a hunter, spam Wingclip on the mob, if you're a warrior use lowest rage moves (hamstring?)
Best place: be lucky and find a bugged mob, just hope blizz doesn't find out =D

Gordok Spirit
in Dire Maul North. They are basically an advanced training dummy and won't attack you, but still give easy weapon skill.

the 3 "bubbled/immune" quest chamis in shadowmoon valley (those with totems around them) are good candidates.
If you are at least lvl 67, this is the place to go, no doubt. I placed my shaman here attacking one of them, went afk and saw a movie, and when I came back he had gone from 0-350 in skill.
These guys don't give weapon skill-ups post 3.0.8.
As a warlock, I just find an elemental/demon (any elemental/demon of any level) and banish them... No damage taken, no damage done. Can't AFK when doing it though, cause Banish only lasts 15 seconds xD Blizz probably won't remove this though, so I find it to be a "reliable" method of weapon-skillups.

Don't remember the names of the things, or exact location, but the flying scouts in the area of icecrown where you do the daily joust thing against lieutenants and stuff are great for ranged weapons. I did my thrown from 90-400 and my gun from 30-390. They won't aggro, nothing else around will aggro, in fact, it will say you are out of range, but it will still do damage. They just hover there and let you keep hitting them until they die. With a low level weapon, it takes forever (in fact, you probably wont even kill them, took me forever to kill them with a mid level weapon). And when they do die, they respawn in like 30 seconds, and you do get credit for the kill if you are doing the daily (you need to kill 10).

These guys
, or any ent in Crystalsong Forest are great candidates. They heal themselves and their only offensive ability is thorns.
The white weapons you can buy in Dalaran are great for leveling. They're all really fast.
