At lvl 11 you have to be sure that you always have
Power Word: Shield
up as much as possible and always start combat from the very edge of your range.
You will be squishy.
At level 12 things get much better since you will have access to
Inner Fire
,
Power Word: Fortitude
, and the next rank of
Power Word: Shield
. Again, be sure that these are up (IF and PW:F) and refreshed (PW:S) just before entering combat and you may need to refresh your shield if it's broken and the debuff has worn off but your opponent is in melee range.
As for talents,
Spirit Tap
is your savior when it comes to minimizing downtime. You should be able to get rank 2 right now and rank 3 at lvl 12.

Just keep 3-4 stacks of water with you, low levels till 20 are a pain, but after you get some spell upgrades it works much better.
Rotation till 20 should be PW:S > MB > SW:P > wand till death
After level 30 you can even skip the PW:S and just Mind Flay, mobs will be at 30% health at the time they reach you. (Obviously remember to update your wand whenever you level, and stack spirit/spellpower before any other stat)

And of course, learn to not have 2 mobs on you. Fight one at a time.

Having an 80 priest (and trying out another one, who is 15 currently), it reinforces my notion that leveling a priest is like doing homework.
Playing one at 80 is great fun. Leveling it, not so much.

Once I threw out the notion of being shadow until later levels when you get the good stuff, I had a blast with smite spec, very good mana regen and easy rotation I blew through 26-50 in a weekend.
Pre-bubble, holy fire, and smite till dead, throw in a shadow word: pain if you think the monster is tougher than usual and the debuff can run most of its duration and you can kill most things easily taking little to no damage.
Priest is that last class I have ever leveled because I saw no good offence in them until later levels but it's been very enjoyable now and im taking it to 80 to be our new raid healer.
Most thanks go to the good people of wowhead for the advice on spec and rotation, thank you my brother (and sister) priests!

so if i got this right, PW:Shield > Shadow word:pain > Wanding > refresh PW:Shield when neccesery?
Oh cmon throw some Mind Blasts and Smites in there :P I only bother using PW:Shield if I'm pulling more than one mob. I still (if I have mana) use Mind Blast and Smite to kill the first target and maybe refresh shield and wand the last target so my mana can regen from the 5 second rule.
This is from my experience as a troll priest form 1-12 last night :D

Yeah, leveling a priest at that level is
not easy.
But trust me, you'll love it once you get past the difficult point.

Please don't forget the VALUABLE information here
http://www.wowhead.com/?forums&topic=101234
about leveling via the 'smite' spec. It's basically a combo spec of Disc/Holy with a couple Shadow points tossed in the talent tree. I've used this spec for leveling to 50 and have had an awesome time. I can count on one hand the times I've died (due mostly to silly mistakes) and I've done most of my leveling on solo quests. Now that I'm lev 50 I've respecced to shadow and will continue that until I have gold saved to dual spec shadow/disc.
The advice in this link is worth GOLD (meaning repair bills after you've died the Nth time). Use it!
