There's not much I can say without an armory link but I can tell you to read the stickies in the paladin forums.

It's kinda surprising that he's having that much trouble holding aggro. Unless he's massively outgeared, I guess. He
is
using
Righteous Fury
, right? I mean, you're basically not a tank if you don't have that on.

Pally tanking basics:
Pre-pull buffs - Righteous Fury and Seal of Vengeance/Corruption. Check these before every pull while you're learning to get in the habit, as it's an easy mistake to make.
Mark things - Seriously, when you're first starting and you're dealing with pugged dps, throw up a skull and an X on any sizable pull. That way they can see what you're attacking, and if they attack something else it'll be their fault.
The pull, part 1 - The biggest thing here is to have a plan for how the pull should go - whether that means burning casters down or AoEing everything to death. Know where the fight will take place and look for any patrols that may be in the area. If a mob needs to be turned away from the party, know where to turn it. If its a huge swarm and you aren't comfortable with your footwork, be ready to put your back to the wall once you have them.
The pull, part 2 - Execute the plan. Typically, use Avenger's Shield to pull (and clip any casters to ensure they come running). Use line of sight if needed to ensure everything is gathered on the dance floor. Put extra threat on the main target with Exorcism, have a Consecrate on the ground so you have threat on all of the mobs at the outset, have Divine Plea running for mana regeneration and an extra 3% damage reduction with the glyph.
** Note: Avenger's Shield prefers bouncing to the right when possible **
Generating threat -
969
- Learn it on training dummies or by AoEing your way through Stratholme or Scholomance a few times. At low gear levels, Paladin threat is extremely strong compared to other tanks, particularly in an AoE scrum.
Mitigation - Holy Shield is automatically refreshed by following the normal rotation. Make sure mobs can't get behind you, and be aware of dangerous mobs (particularly casters) that can be stunned with Hammer of Justice or Holy Wrath. There's nothing wrong with using Divine Protection on a difficult pull to get through it.
Mindset - learning to tank well is one of the more involved skills in WoW. You're the one that needs to know the fights and deal with facerolling dps that only thinks of HUEG NUMBARZ. Take the time to practice and don't get on yourself too much while you're still learning.
With some of the things you're saying, it seems to be partially an awareness problem - i.e. the mobs running loose in VH.

Yea, his situational awareness seems to be a big part of it. But I don't know how to help him with that.
That's when it's okay to just say, "lolurbad."
But no, seriously. Some people just aren't good at video games, or more specifically WoW. I've got an older buddy who really wanted to check out WoW, and while he's gotten an 80 and is starting on his second, he doesn't use his keyboard for his action bar (instead clicking every spell), he's very slow to react, and still asks me how to talk to people in party chat. He's good proof that anyone can make it to 80, even if they aren't good.
The most important part:
that's okay! Me and my guildies still play with him (insert immature joke here), and we still have a good time, even though at 80 his DPS is around 500.
