Perhaps not impossible but certainly not straightforward or easy -- and definitely not without any input from you.

Would be a difficult script, if possible, especially if you decided to do something higher than 2v2 and it targeted someone you didn't want to target

I believe it's doable and not too hard, I just lack the technical knowledge to do it.
But it should be (before translation):
/clearfocus
/focus nextenemytarget
/cast Charge
This is not a macro, it's just how it should work. This of course won't work if there are more than 2 enemies (and pets will likely make it iffy, although there might be a way to check if you are targeting a pet). It clears your focus, focuses the other enemy (which is also next, and after the first execution - the previous) and charges them. You'll need to click the macro again to re-focus if you want to keep smacking the charged target.

Nope, you're not imagining it. UnitIDs were added for the opposing team in the arena in the form of "arenaN" (where N is 1 through 5). Any macro that accomplishes what you're looking for is going to be iffy at best, mainly due to pets. This isn't possible via addon because all API calls for targetting (including focusing) are protected.
If a macro can do it, an addon can make a button or keybinding for it, and probably do it better.
Unless I'm mistaken, an addon would be able to create a button which is initially setup to target 'arena1' and then upon click gets re-adjusted to target 'arena2', and cycles its unit attribute on each click. It could also be set up to handle focus just fine.
But I'm not too well versed in secure state headers and such. Somebody else would need to enlighten us as to how to do it.
This would only work out of combat. once you are in combat, you cannot change the attributes of a button.

Can't they be changed in response to a press/activation? I remember Cogwheel writing an addon that allowed you to create /castsequences out of entire macros. Any way he was able to do this would also accomplish what I described.
attributes of a button can't be changed in combat, to prevent creating macros that can make combat decisions for you - What's the name of the addon?
