Wrong. Hex is better.
Thunderfall adds twice the damage on a per hit basis, but since you cast LB 4+ times to each LvB cast, the numbers stack up in favour of Hex.

Totems (Relics)
Currently, the best relic to use is Totem of Hex. This is better than Thunderfall because of the frequency you will be using LB vs LvB. Since the spell cast ratio will be 4-6 to 1, Thunderfall needs to be at least 4 times better on an individual cast to be used. Unfortunately it's only twice as good when looking at individual casts. This remains true even with the T9 4pc bonus.

Thunderfall Totem. = FAIL
Totem of Hex adds 165 SP to LB anc CL, let's just say it's a single target fight. LB's coefficiency is 71.43%, so it adds 117.86 damage to every LB. You can usualy squeeze 5 LBs between LvB CDs with areound 550+ haste. That's 590 extra damage. I'm not including talents or crits yet. At the same time Thunderfall gives 430 extra damage. Not including talents, but assuming it's a100% crit with FS on target.
Now the talents come in: LvB gains 55% bonus damage from talents, so 430 + 233.5 = 666.5 extra damage on LvB crit every 8 sec.
LB gains 25% bonus damage from talents, so it would make 147,5 damage on 5 caststs: 590 + 147 = 737 damage.
Now you would have to add your crit rating bonus and count in Lightning Overlowad proc.
Assuming you can cast 5 LBs between LvB CD the totem of hex is WAY better. Unless I screw the math up.

That being said, thunderfall totem is the ele-shaman PvP totem of choice. It adds some nasty burst to an elemental shaman in PvP.

Except there is a diffence between
base damage
and
spell power.
If the damage is added to Lava Burst's base damage, which scales better with spell power, wouldn't that make it better? I don't have the exact math, but adding base damage to a spell increases the overall damage (increased by talents, buffs, etc) increases the overall damage.
Example: Sigil of the Vengeful Heart, increases the base damage of Frost Strike by 380. However, with the further bonus from talents, this bonus is boosted so that many DKs see their FS crits go from 8k to 11k. I believe the same would happen with this totem.

That's pretty funny. On both the servers I've been on (Bladefist and Mok'nathal) the alliance is always the larger group. Though there are times where no side will have tenacity (or just two stacks in some cases).
I can only get tenacity on my horde paladin right now. At the start on bladefist I run about 155k hp and can 3 shot allies...as prot.
